Overview

The Licensing Specialist is responsible for the recruitment of Foster/Adoptive Parents. This includes developing territories, increasing target populations, creating sales plans, building rapport with potential candidates, and raising awareness of the need for caregivers in the community. The role also handles caregiver initial state licensing, recertification/approval of the foster/adoptive license, and oversees all caregiver training activities, including facilitation, logging, and tracking.

Responsibilities
  • Coordinate and engage in recruitment and awareness activities to attract prospective foster/adoptive parents and build community relationships.
  • Develop and implement proactive, strategic recruitment plans to attract and certify qualified candidates, maintaining a pipeline of active and passive applicants.
  • Respond to foster parent inquiries within 24 hours via phone.
  • Develop strategies for general, targeted, and child‑specific recruitment and marketing.
  • Understand and follow all agency and state licensing requirements, ensuring compliance.
  • Assist with and complete the certification process, including documentation.
  • Conduct parent interviews, background checks, and home inspections to evaluate suitability, safety, and well‑being of youth placed in homes.
  • Maintain foster parent files in compliance with regulations.
  • Assist in placement and matching of youth and foster parents based on needs and family strengths.
  • Maintain professional boundaries, conduct, confidentiality, and governmental and agency policies.
  • Attend required company and community meetings to collaborate with referral sources.
  • Support all treatment team members to meet needs and ensure placement stability.
  • Ensure safety and well‑being of all youth in care by observing for signs of abuse or neglect.
  • Travel to affiliate locations for recruitment events.
  • Participate in developing and implementing corrective action plans for foster parents.
  • Provide culturally respectful services to each family and youth.
  • Conduct monthly foster parent record reviews; 25% each month.
  • Conduct monthly foster parent meetings and training sessions.
  • Visit children in homes at least once monthly, as needed.
  • Create and maintain child files and monthly reports.
Qualifications
  • Bachelor’s degree in social work, psychology, childhood education, counseling, or related human service field.
  • Minimum one year of experience in a child‑placing agency, Department of Family and Children Services, or non‑profit agency.
  • One to two years of experience in resource development/foster parent recruitment and retention (preferred).
  • One year of marketing, fundraising, and event coordination (preferred).
  • One to five years of full‑cycle recruiting experience in a fast‑paced, professional environment (preferred).
  • Completed Tier 1 and Tier 2 State Assessor training and maintain certification.
  • Strong recruiting mentality and understanding of the recruiting life cycle.
  • Knowledge of recruiting strategies, including social media platforms.
  • Strong attention to detail, highly organized, energetic, and positive.
  • Effective at cold calling, pursuing leads, and converting candidates into licensed caregivers.
  • Client‑focused with independent judgment in problem solving; strong interpersonal skills.
  • Strong project management, new business development, and client retention skills.
  • Documented track record of achieving targeted objectives.
  • Critical thinking skills with intellectual curiosity and sound business judgment.
  • Outstanding telephone presence, superior written communication, team player, natural leader (competitive).
