Job Overview

The Quality Assurance Specialist II (QM Specialist) performs complex, journey‑level quality management work within a forensic and psychiatric hospital setting. Responsibilities include developing and implementing departmental and hospital‐wide QM programs, ensuring compliance with The Joint Commission (TJC) and CMS, and providing guidance to staff and external stakeholders. The role involves data oversight, performance improvement, and participation in disaster response or continuity of operations activities.

Responsibilities
  • Assist in planning, developing, and implementing QM programs (policy, QSO, restraint/seclusion processes, utilization management, FSPI, etc.).
  • Review hospital policies, disseminate information to policy managers, and ensure policies are approved, updated, and posted.
  • Coordinate quality improvement and monitoring programs, independently complete all aspects of the process, and explain findings to stakeholders.
  • Compile, update, and distribute monthly samples and audits; support auditors with education and data entry.
  • Serve as data oversight coordinator for QAPI indicators (restraint/seclusion, injuries/falls, LOS, etc.) and monitor incident documentation.
  • Coordinate committee meetings, compile agenda documents, reports, and trend analyses for hospital committees and governing bodies.
  • Prepare, edit, and distribute correspondence, reports, and documents; maintain filing and records management systems.
  • Participate in disaster response and continuity of operations activities; may require alternate shift patterns or locations.
Essential Job Functions (EJFs)
  • Attend work on a regular basis; may work specific shift schedules, rotating schedules, or overtime per agency leave policy.
  • Perform other duties as assigned, including additional audit assignments for joint commission monitoring and performance improvement projects.
Knowledge, Skills, and Abilities (KSAs)
  • Knowledge of local, state, and federal laws related to program area, and TJC and CMS standards.
  • Knowledge of statistical analysis processes, research techniques, training techniques, and project management processes.
  • Skills in interviewing, data analysis, and use of computer applications.
  • Ability to plan, coordinate, and administer quality improvement programs; identify problems and develop solutions.
  • Effective communication skills; ability to provide guidance to others.
Initial Screening Criteria
  • Graduation from an accredited four‑year college/university with major coursework in social services, nursing, psychology, or a related field (minimum 6 months experience)
    OR
  • Associate degree and minimum 24 months experience OR
  • No degree and minimum 4 years experience AND
  • At least 2 years of experience in social services, psychiatric/health care, auditing or investigating work, and developing plans of correction.
Additional Information

Applicants must pass a fingerprint criminal background check, pre‑employment drug screen, and registry checks (CANRS, Nurse Aid, Medication Aide, Employee Misconduct, LEIE). Males 18‑25 must register with Selective Service. Applicants must be at least 18 years of age (21 for Waco Center for Youth). Flexibility in work hours may be required; overtime or extended hours may apply. Compliance with HHSC immunization policy and state hospital procedures is required;

vaccination may be required per CDC guidelines.
