Brief Description

HSCS is dedicated to building an atmosphere where employees feel valued and supported while providing specialized care for Texans in need. This position leads the plumbing team, supervising and training staff on installation, maintenance, and repair of plumbing systems. Work includes installation of fixtures and lines, preventive and planned maintenance, emergency repair, and compliance with the National Plumbing Code. The role requires planning, estimating materials, procurement, and documentation, as well as training and evaluating staff performance.

Job Functions

Attends scheduled work and may work rotating or overtime per agency leave policies. Supervise and coordinate the installation, preventive maintenance, breakdown repairs, and planned maintenance of plumbing fixtures and mechanical equipment. Inspect work for compliance with codes and policies. Estimate material and labor needs, maintain bench stock and procure materials. Conduct interview and hiring procedures. Provide on‑the‑job training. Evaluate and counsel employees.

Stand emergency maintenance call as needed. Participate in disaster response or COOP activation as required.

Knowledge, Skills & Abilities (KSAs)
  • Repair, maintenance, and operation of plumbing fixtures and associated procedures and safety regulations.
  • Knowledge of prevailing plumbing codes and standards.
  • Proficient with tools: pipe threader, scissor lift, boom lift, forklift, roto‑rooter, Pro Press.
  • Ability to calculate material and labor costs.
  • Ability to perform gas work: welding, brazing, soldering on ferrous and non‑ferrous metals.
  • Inspection of gas and water systems.
  • Proficiency in Microsoft Office Suite, CAFM, and other facility‑management software.
  • Interpret drawings, schematics, and blueprints.
  • Priority and task management independently.
Registrations, Licensure Requirements or Certifications

Current Texas Department of Licensing and Regulations Journeyman Plumbing License or ability to obtain within 90 days of employment.

Valid Texas driver license (or obtain within 90 days); out‑of‑state licenseholders must provide certified driving record.

Initial Screening Criteria

Vocational training in a designated trade with five (5) years plumbing experience and three years supervisory experience, OR seven (7) years plumbing experience with four (4) years supervisory experience.

Additional Information

Applicants must pass FBI fingerprint background check, pre‑employment drug screen, and registry checks (CANRS, Nurse Aid, Medication Aide, Employee Misconduct, LEIE). Males 18‑25 must register with Selective Service. Minimum age 18 (21 for Waco Center for Youth). Flexibility for overtime/extended hours may be required. Compliance with HHSC immunization policy is required; flu vaccination optional with mask or protective measures.
