ECC​/Engineer

Job Summary

The ECC/TOP Engineer is responsible for managing Engineering Completion, System Handover, and Turnover Package (TOP) activities throughout the project lifecycle. The role ensures that all engineering, construction, inspection, testing, and commissioning documentation is completed, verified, and compiled in accordance with project requirements, client specifications, and industry standards. The ECC/TOP Engineer coordinates closely with engineering, construction, QA/QC, commissioning, and client teams to support smooth mechanical completion, system handover, and project close-out activities.

• Supervise and guide EPC Contractor in developing Turnover procedures per project and corporate requirements
• Conduct GAP analysis on EPC QA/QC ITPs to identify critical checks for Systems Completion
• Support EPC in compiling complete Turnover Packages with relevant check sheets
• Collect and manage engineering drawings across disciplines
• Maintain Construction and Pre-Commissioning Checklists for project scope
• Verify completion of check sheets for construction, pre-commissioning, and completions
• Ensure alignment of all departments with documentation for flawless system turnover
• Coordinate with Document Control, Engineering, Construction, Quality, and HSE teams
• Maintain records of latest drawing revisions, DCNs, FDCNs, and As-Built drawings
• Resolve discrepancies in milestone, quality, and commissioning documentation
• Coordinate with Engineering and Commissioning for system boundary mark-ups
• Develop Mechanical Completion, Pre-Commissioning, and Commissioning Dossiers
• Generate and track punch lists; maintain Master Punch List and reporting
• Assist EPC and subcontractors in compiling turnover dossiers
• Provide turnover progress updates for project reporting
• Monitor hydrostatic test packs and integrate into completion system
• Resolve inconsistencies in test packages with field QC inspectors
• Attend Construction, Quality, and Management meetings to report TOP progress
• Conduct daily/weekly meetings with project teams and subcontractors
• Coordinate KKS tag installation with engineering and construction teams

• Bachelor’s Degree in Engineering (Mechanical, Electrical, Instrumentation, or related discipline).
• Minimum 10 years of experience in Engineering Completion, Turnover, Commissioning, or Project Coordination within Oil & Gas, EPC, Petrochemical, Power Plant, or Industrial projects.
• Strong understanding of Mechanical Completion, Pre-Commissioning, Commissioning, and Handover processes.
• Experience in preparation and management of Turnover Packages (TOPs) and completion dossiers.
• Familiarity with project documentation systems and completion management software.
• Knowledge of engineering drawings, test packages, inspection reports, and as-built documentation.
• Experience coordinating with multidisciplinary engineering and construction teams.
