We are seeking an experienced Technical Proposal Manager to lead the preparation and submission of technical proposals, PQQs, and EOIs for major infrastructure tenders in Saudi Arabia. The successful candidate will coordinate across engineering, commercial, and management teams to deliver compliant and competitive bid submissions to clients.

• Prepare complete technical tender proposals in full compliance with RFP requirements.
• Write, review, and edit technical narratives, methodology statements, project‑specific execution plans, and all required management plans.
• Prepare and organise all submission documents including technical files, commercial attachments, forms, schedules, and required certificates.
• Upload and submit tender documents through client portals such as SAP Ariba, Aconex, and Etimad.
• Prepare technical presentations for clients when required.

• Coordinate with the estimation team for BOQ review, commercial clarifications, and submission forms.
• Coordinate internally with management and all relevant departments throughout the tender process.
• Coordinate with JV partners for joint tender submissions.
• Follow up on post‑tender clarifications and coordinate the preparation of required responses.

• Track tender deadlines, addendums, clarifications, extension requests, and all submission requirements.
• Follow up with clients through tender portals, emails, and official correspondence.

• Prepare PQQ documents for company prequalification and client registration processes.
• Maintain and update a library of company credentials, project experience datasheets, and key personnel CVs.

• Bachelor's degree in Civil Engineering, Construction Management, or a related discipline.
• Minimum 10 years in the construction/infrastructure sector, with at least 5 years in a dedicated tendering or proposal management role.
• Proven, hands‑on experience working on projects in the Kingdom of Saudi Arabia – candidates without KSA experience will not be considered.
• Track record managing proposals for large‑scale infrastructure projects (roads, bridges, tunnels, drainage).
• Strong knowledge of PQQ/EOI processes for Saudi clients such as QIDDIYA, RCRC, Aramco, or similar.
• Practical experience with procurement platforms: SAP Ariba, Aconex, Etimad, or equivalent.
• Excellent technical writing skills in English; ability to deliver high‑quality documents under tight deadlines.

• Experience on Vision 2030 / GIGA projects (NEOM, Red Sea Global, Qiddiya, Diriyah, etc.).
• Familiarity with FIDIC contract forms as applied in Saudi Arabia.
• Arabic language skills are an advantage.

• Strong leadership and coordination under high‑pressure, deadline‑driven conditions.
• Exceptional attention to detail across large, complex proposal packages.
• Strategic thinking – ability to translate client evaluation criteria into a compelling technical offer.
• Confident working with digital procurement and submission platforms.
• Excellent interpersonal skills across multicultural teams.
