Summary
Prepare and maintain various types of financial records and reports. Performs month- and year-end closing duties; coordinates and participates in audit processes; administers the City's financial software; helps manage, administer aspects of the City of Kilgore's financial operations, including monitoring budgets, and long and short-term investments.

Essential Functions- Assists with the day-to-day operations of the various divisions of the Finance, Municipal Court, Customer Service, Utility Billing and Purchasing.
- Assists with the City's investment, debt management, and financial reporting functions.
- Oversees, monitors, and provides for the safekeeping of the City's financial assets.
- Monitors and ensures the City's compliance with all regulations and standards governing municipal accounting/financial activities.
- Researches, formulates, and provides recommendations regarding the City's current and long-range financial plans.
- Prepares the City's Comprehensive Annual Financial Report; complies and provides monthly and quarterly financial information as required by City management personnel and the City Council.
- Reviews and monitors General Ledger accounts for accuracy; performs cash flow analyses.
- Administers and maintains various types of financial contracts including depository contracts.
- Oversees and coordinates the City's annual audit process; liaises with outside auditors.
- Oversees accounting and purchasing functions and disbursement of funds of the department by reviewing accounting transactions for compliance, overseeing billing and collection of City revenues and the reconciliation of the general ledger, overseeing the maintenance and conversion of financial software systems, as well as the inventory and tracking of the City's physical assets, providing technical accounting knowledge and training to personnel and assisting auditors to prepare financial statements.
- Responds to and resolves sensitive inquiries, concerns and complaints from both internal and external sources.
- Attends City Council and assigned boards, commissions and/or committee meetings and takes necessary action regarding Council and/or committee agenda items as well as provide staff support to such assigned boards, commissions and/or committees.
- Stays abreast of new trends and innovations in the field of public finance and accounting.
- Assist HR Director with month end audit and payment of all employee related health insurance billings.
- Maintains and monitors accounting records for all Capital Project utilizing City’s capital project accounting module. Task also includes maintaining year end Construction In Progress schedules.
- Responsible for maintaining fixed assets schedules which includes booking of new fixed assets purchased and assets sold / retired.
- Knowledge of operational characteristics, services and activities of a public finance program.
- Knowledge of advanced principles and practices of municipal budget preparation and administration.
- Knowledge of organization, function, and authority of various City departments.
- Knowledge of pertinent Federal, State and local laws, ordinances, statutes and regulations.
- Knowledge of principles and practices of governmental accounting and financial auditing.
- Ability to prepare and present effective presentations.
- Ability to communicate clearly and effectively, both verbally and in writing.
- Ability to prepare, review and present clear and concise administrative and financial reports.
- Ability to establish and maintain effective working relationships with City staff and officials, the general public.
- Ability to develop sound accounting and related financial systems and procedures.
- Superior computer skills and extensive experience using Excel spreadsheets, Microsoft Word, and PowerPoint.
- Excellent leadership and interpersonal skills.
- Ability to work closely with elected and appointed officials.
