Minimal, as needed Position Overview Solution One Industries, Inc. (SOI) is seeking a detail-oriented Accountant to manage invoicing and accounts payable supporting the company's federal contract portfolio. This position is responsible for making sure every invoice is accurate, supported, and submitted on time, and that vendors and subcontractors are paid correctly under the terms of their agreements. The Accountant works closely with the Senior Manager of Mission Support, Contracts, Program Management, and Payroll to keep billing aligned with contract funding and to keep accounting records audit-ready.
The successful candidate will bring hands-on experience in government contract billing across multiple contract types, a strong command of accounts payable controls, and the discipline to meet firm monthly deadlines.
- Prepare and submit monthly invoices for cost-plus-fixed-fee, time-and-materials, labor-hour, and firm-fixed-price contracts and subcontracts using approved provisional billing rates.
- Submit Government invoices through PIEE/WAWF and other agency systems, and invoices to prime contractors under subcontract agreements, and track each invoice through payment.
- Ensure every invoice ties to timekeeping, payroll, approved travel, and other direct costs, with complete supporting documentation.
- Track billings against funded value, CLIN balances, and contract ceilings, and notify the Senior Manager of Mission Support before funding limits are reached.
- Follow up on unpaid, short-paid, or rejected invoices with DFAS, contracting officers, and prime contractors, and resolve payment discrepancies quickly.
- Maintain the accounts receivable aging and prepare a weekly collections status report.
- Process vendor and subcontractor invoices, matching each to its purchase order, subcontract, or agreement and confirming required approvals before payment.
- Run the weekly payment cycle and maintain vendor records, including W-9s and banking information, with controls that prevent duplicate or fraudulent payments.
- Verify that subcontractor invoices comply with subcontract terms, rates, and flow-down requirements before payment.
- Review employee expense reports in SAP Concur for allowability, supporting receipts, and compliance with the per diem limits referenced in FAR 31.205-46.
- Prepare and file year-end Form 1099 reporting.
- Record invoicing and payables transactions accurately in the accounting system, coded to the correct contract, project, and indirect cost pool.
- Reconcile accounts receivable, accounts payable, and related general ledger accounts each month as part of the month-end close.
- Assist with contract and project setup in the accounting system, including billing rules, rate tables, and CLIN structures.
- Support the Unanet implementation and recommend improvements to invoicing and payables procedures.
- Apply FAR Part 31 cost principles so unallowable costs are identified, segregated, and excluded from billings in accordance with FAR 31.201-6 and FAR 31.205.
- Provide complete, retrievable documentation for DCAA audits, the annual financial statement audit, and incurred cost submissions, and respond to auditor requests on time.
- Maintain written desk procedures for invoicing and accounts payable.
- Perform other accounting duties as assigned.
The Accountant will be measured against the following expectations:
- Submit all invoices within five (5) business days after the close of each billing period, unless a contract requires otherwise.
- Keep invoice rejections to a minimum, with any rejected invoice corrected and resubmitted within two (2) business days.
- Keep receivables over sixty (60) days within limits set by leadership, with documented follow-up on every past-due invoice.
- Pay vendors and subcontractors accurately and within agreed payment terms, with no duplicate payments.
- Complete all receivable and payable reconciliations each month before the month-end close deadline.
- Respond to all DCAA and outside auditor requests by the requested due date.
- Bachelor's degree in Accounting, Finance, or a related field.
