Regulatory Compliance Specialist
Chief of Institutional Research and Grants leads the college's institutional research, data analysis, and grants development functions. The position is responsible for state and federal reporting compliance, for the data and analysis that support institutional effectiveness and accreditation, and for building an external funding portfolio aligned to the college's mission and strategic plan.
The Chief guides the institutional research team in supporting strategic planning, operational planning, enrollment management, program review, assessment, accreditation, and special initiatives. The position works with data drawn from a wide range of internal and external sources and is responsible for producing analysis that answers real institutional questions rather than simply fulfilling requests.
- Master's degree from a nationally or regionally accredited institution required.
- Five years of progressively responsible experience in institutional research, data analysis, or a closely related field.
- Two years of supervisory experience required.
- Ability to lead the team in designing and executing projects under real deadlines and in accordance with sound research principles.
- Ability to build working relationships across the college so that the office is used as a resource rather than treated as a compliance office.
- Demonstrated experience with federal and state higher education reporting requirements.
- Demonstrated ability to design and administer an institutional research function, including survey design and research method.
- Ability to organize and manage simultaneous projects and meet firm external deadlines.
- Excellent analytical, interpersonal, and written and verbal communication skills, with the ability to work effectively with constituents inside and outside the institution.
- Ability to present complex data to audiences without technical background and to answer questions from senior administrators, faculty, and external agencies.
- Ability to manage departmental budget.
- Lead the design, collection, and analysis of institutional data across enrollment, student demographics, persistence, retention, completion, transfer, and workforce outcomes.
- Build and maintain institutional dashboards and data visualizations that give administrators, deans, and faculty direct access to current information without having to request it. These resources must be centralized and easy to reach for their intended audiences.
- Respond to ad hoc data requests from across the college, integrating internal, peer, and national data to produce valid comparisons.
- Prepare data extracts from the college's ERP system and other sources using appropriate interface and query tools.
- Conduct ongoing studies of enrollment trends, student progression, and program performance to support institutional and divisional planning.
- Serve as the primary institutional resource for information about the college, and emphasize reproducibility through documentation and transparency in method.
- Work with internal stakeholders to translate broad observations and concerns into research questions that can actually be answered with available data.
- Design and prepare quantitative and qualitative analyses for senior administrators, the Board, and external audiences.
- Provide data and validation support for external reporting to the Texas Higher Education Coordinating Board, including all CBM reporting cycles and corrections.
- Manage IPEDS reporting and all associated federal survey obligations.
- Oversee data reporting connected to House Bill 8 performance-based funding, including credentials of value, transfer, and dual credit outcomes, and advise senior leadership on how institutional decisions affect measured performance under the formula.

Perkins performance reporting in partnership with career and technical education leadership. - Coordinate reporting connected to military and veteran student populations, including obligations associated with the college's programs supporting service members and families at Fort Hood and at other installations the college serves.
- Interpret official institutional statistics for external agencies, accreditors, and internal audiences, and make sure the college speaks with one voice on its numbers.
- Serves as the primary data and analysis resource for the Accreditation Liaison across compliance certification, the fifth-year interim report, substantive change reporting, and reaffirmation.
