Essential Job Functions
  • Directs inspection, analysis, and planning for operation, maintenance,preservation, capital improvement, and expansion of County transportation systems, including traffic and roads, bridges, road drainage structures, rights-of-way, right-of-way utilities, and buildings and grounds.
  • Performs complex technical engineering work as a staff specialist engaged in the evaluation and application of engineering principles to difficult projects of major scope, subject to several independent standards for construction and/or operations.
  • Performs traffic engineering work and maintains traffic data collection and analysis program
  • Manages right-of-way encroachment, special event, and oversize/overweight vehicle permitting and related land use, lease, and license agreements.
  • Administers transportation asset inventory and inspections, evaluates operation and maintenance needs, and develops and executes engineering solutions to needs and deficiencies.
  • Plans, directs, organizes, assigns, evaluates, and coordinates static and electronic traffic control device fabrication, installation, maintenance, and repair activities.
  • Directs Traffic Control Division annual budget and manages expenditures to ensure costs stay within the approved budget.
  • Manages the preparation of plans, specifications, estimates, construction documents, permitting and other material required for the planning, design and construction of road improvement projects.
  • Performs contract technical administration for the delivery of planning, design, and construction services.
  • Assures that Public Works construction projects are constructed to the required specifications, within the approved budget, and in the specified time frame.
  • Prepares multi-year transportation system capital improvement programs, including funding estimates for project design and construction.
  • Prepares and maintains accurate records, correspondence, technical and narrative reports on work performed.
  • Administers retention of essential records depicting the design, operation, maintenance, and construction of road assets,, rights-of-way, and related infrastructure assets.
  • Prepares project grant funding applications.
  • Monitors adopted County engineering standards and federal, state, and local laws, regulations, ordinances, and codes and makes recommendations and technical and procedural modifications to comply with future updates.
  • Provides information and presentations to the public, contractors, engineers, architects, developers, and representatives of other governmental agencies.
  • Prepares work schedules and assignments; supervises the activities of assigned personnel; monitors reports and record keeping activities filed by assigned personnel for completeness, accuracy, and adherence to policy and procedure guidelines; issues written and oral instructions; instructs personnel in departmental policies, procedures and techniques, and provides training.
  • Completes performance plans and evaluations; recommends disciplinary actions; approves vacations and time off; may make hiring recommendations.
  • Assists in developing and preparing Department and division goals, objectives, policies and procedures.
  • Represents the Public Works Director in dealings with other governmental jurisdictions, COGs and MPOs, other County Departments and Divisions, the general public, contractors and consulting engineers regarding transportation system and right-of-way planning, development, and operation.
  • Attends meetings and conferences.
Required

Minimum Education , Experience, and Training
  • Bachelor's Degree in civil engineering or a closely related field
  • Five (5) years of increasingly responsible experience in one of the above assignment areas,coupled with two (2) or more years supervisory or administrative experience in one of the above assignment areas.
