Position: Permit Writer / Permit Holder

Permit Writer / Permit Holder (1‑Year Contract)

Our client, a major Oil and Gas company, is looking for a Permit Writer to join their team in Kingston, ON. The Permit Writer / Permit Holder is responsible for developing, coordinating, and executing Permit to Work (PTW) activities to ensure all maintenance, contractor, and operational work is completed safely, efficiently, and in compliance with company HSSE standards. The role serves as a critical link between Operations, Maintenance, Contractors, and HSSE, ensuring hazards are identified, risks are assessed, and appropriate controls are implemented before and during work execution.

Key Responsibilities Permit Planning and Preparation

Develop and prepare work permits for maintenance, project, and operational activities. Define work scope, location, equipment involved, tools required, and work party requirements.

Participate in Job Hazard Analyses (JHAs), Risk Assessments, and Last Minute Risk Assessments (LMRAs). Ensure permits accurately reflect the work scope, hazards, controls, isolations, and required authorizations.

Coordinate permit requirements with Operations, Maintenance, Contractors, and Specialist Signatories.

Permit Holder Responsibilities

Accept ownership of the permit for work execution in the field.

Conduct quality pre‑job discussions with all members of the work party. Ensure workers understand:

  • Scope of work
  • Hazards and controls
  • Required PPE
  • Critical barriers and safeguards
  • Emergency response requirements
  • Stop Work obligations

Maintain permit compliance throughout the duration of the work.

Worksite Supervision and Assurance
  • Monitor work activities to verify compliance with permit requirements and safe work practices.
  • Conduct field inspections and workplace observations.
  • Verify all controls remain effective during work execution.
  • Stop work when conditions change or when permit requirements cannot be maintained.
  • Coordinate with Permit Issuers and Operations regarding changing conditions, deviations, or emerging risks.
Safety and Risk Management
  • Ensure compliance with Permit to Work, Isolation, LOTO, Hot Work, Confined Space Entry, Working at Height, and other safe work practices.
  • Verify all required permits, certificates, tests, and approvals are completed before work begins.
  • Promote a strong safety culture through visible leadership and intervention.
  • Support incident investigations and corrective action implementation as required.
Work Completion and Handover
  • Confirm work is completed in accordance with the approved scope.
  • Ensure the worksite is left in a safe and orderly condition.
  • Participate in permit close‑out discussions with Operations and Permit Issuers.
  • Verify removal of temporary equipment, tools, materials, barricades, or controls where appropriate.
  • Complete permit documentation and retention requirements.
Required Qualifications Experience

Minimum 3–5 years of experience in a manufacturing, refinery, lubricant plant, chemical plant, or industrial environment. Experience with Permit to Work systems, maintenance planning, operations, or contractor supervision. Experience participating in risk assessments and safe work planning activities.

Required Knowledge and Skills
  • Strong understanding of Permit to Work systems, Risk Assessment and JHA processes, LOTO/Safe Isolation, Confined Space Entry, Hot Work, Working at Heights, and Contractor management.
  • Excellent communication and coordination skills.
  • Strong attention to detail and hazard recognition capability.
  • Ability to challenge unsafe conditions and exercise Stop Work Authority.
  • Proficiency with digital permitting systems and standard Microsoft Office applications.
