Job Overview
Site Construction Manager – 5 month contract, live operational environment on a major Public Sector Decarbonisation Scheme (PSDS) project.
Responsibilities- Ensure all personnel complete induction and show valid qualifications.
- Enforce mandatory personal protective equipment (PPE) and site standards.
- Maintain tidy work areas and clear access routes.
- Prevent unauthorised work and keep the site secure.
- Review and update the Construction Phase Plan (CPP) or Health & Safety (H&S) plan.
- Plan and communicate site activities, ensuring coordination of subcontractors.
- Inspect welfare areas regularly and manage waste appropriately.
- Ensure statutory inspections are completed, and remove keys when not in use.
- Confirm approved Risk Assessment and Method Statements (RAMS) and undertake risk assessments.
- Provide supervision and monitor the site daily.
- Review and update Project Charter Information (PCI) documents.
- Ensure CPP/H&S plan includes all required details and deliver it to the client and PD/PSDP.
- Complete notifications and maintain written appointments.
- Maintain professional, heated welfare facilities with hygiene products and emergency equipment.
- Secure boundary, signage, lighting and manage equipment storage.
- Require all arrivals to report, sign in and receive induction; visitors must be accompanied.
- Maintain qualification records for all personnel on site.
- Produce methodology sequencing, review third‑party RAMS and ensure final RAMS are submitted 5 days pre‑start.
- Plan activities considering overlaps and prepare pre‑work briefings for all operatives.
- Implement Permit to Work for high‑risk tasks, with the issuing authority remaining on site.
- Conduct briefings, pre‑use inspections and establish emergency arrangements.
- Coordinate or provide awareness training for Temporary Works (TW), maintain TW register, design brief and checks.
- Ensure supervisors deliver safety briefings, conduct daily monitoring, and contractors report any issues.
- Close permits, complete reviews and record testing in operational & maintenance (O&M) manuals.
- Develop commissioning programmes, record testing results and maintain defect registers.
- Provide Health & Safety file, deliver end‑user training and issue final acceptance certificate during handover.
- SMSTS certification.
- CSCS (Managers card preferred).
- First Aid at Work.
- Strong understanding of CDM regulations.
- Desirable:
Temporary Works Coordinator (TWC) certification. - Desirable:
Temporary Works Awareness (TWA) certification.
- Experience overseeing daily site operations within a live working environment.
- Demonstrated ability to coordinate subcontractors safely and efficiently.
- Proven track record managing M&E installation activities.
- Knowledge of maintaining high standards of H&S documentation, reporting and compliance.
- Familiarity with Microsoft Project for programme delivery.
- Strong CDM regulations knowledge across all project phases.
