Performs intermediate skilled technical work overseeing the operation, maintenance and repair of the City's water reclamation facility, and related work as required. Work is performed under the limited supervision of the Water Reclamation Facility Superintendent. Full supervision is exercised over operations personnel assigned to the plant.

Responsibilities
  • Assists in scheduling, assigning and observing the work of plant operators and mechanics engaged in the operation and maintenance of the water reclamation facility.
  • Makes regular inspections of equipment and facilities.
  • Analyzes plant and laboratory records and logs and directs the adjustment of processing methods to improve plant efficiency.
  • Plans and oversees the plant maintenance program.
  • Assists in the development and maintenance of the preventative maintenance program.
  • Trains employees in procedures and methods.
  • Assists in the development and enforcement of plant safety rules.
  • Prepares reports on plant operation for submission to management and governmental agencies.
  • Assists in planning and recommending improvements to treatment facilities through acquisition and installation of improved equipment and through the use of improved techniques and process.
  • Assists in the preparation of the plant operating and capital improvement budgets.
  • Assists in monitoring expenditures.
  • Assists in the recruitment and selection process.
  • Recommends candidates for hire.
  • Requisition s chemicals, tools and supplies for the division.
  • Performs related tasks as required.
Qualifications
  • Associates/Technical degree with coursework in biology, chemistry, or related field and considerable experience in wastewater treatment, or equivalent combination of education and experience.
  • Possession of Wastewater Operators Grade IV level certificate from the State of North Carolina.
  • Thorough knowledge of the theory and processes of modern wastewater treatment, of the machines, equipment and materials used in such treatment and of recent developments in the field.
  • Thorough knowledge of the chemical and physical process involved in the treatment of wastewater.
  • Thorough knowledge of the mechanical and hydraulic engineering principles involved in plant operation.
  • Ability to delegate authority and to plan, lay out and supervise the work of subordinate mechanics.
  • Ability to supervise the maintenance of records and prepare clear and concise records.
  • Ability to communicate ideas effectively in both oral and written formats.
  • Ability to establish and maintain effective working relationships with associates and regulatory agency representatives.
  • Possession of an appropriate driver's license valid in the State of North Carolina.

This work requires the occasional exertion of up to 25 pounds of force; worker is frequently speaking or hearing and using hands to finger, handle or feel and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting; work requiresाइव depth perception and color perception; vocal communication is required for expressing or exchanging ideas by means of the spoken word;

hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts within arm's length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires working near moving mechanical parts, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to the risk of electrical shock, exposure to vibration and exposure to blood borne pathogens and may be required to wear specialized personal protective equipment;

work is generally in a loud noise location (e.g. heavy traffic, large earth-moving equipment).
