Our Community Operations division is seeking an experienced and forward‑thinking Business Manager (Regulatory Services) to lead a newly established Regulatory Services function.
Community Operations is a large division within North Lanarkshire Council, delivering a wide range of frontline and professional services. The division encompasses Regulatory Services, Land and Waste, Fleet, Facilities Support Services, Roads and Asset Services, Active and Creative Communities, Green space and Country Parks, as well as the School Transport Provision.
The Business Manager (Regulatory Services) is a senior leadership role reporting directly to the Chief Officer (Community Operations). The postholder will provide strategic and operational leadership across the Council’s regulatory services portfolio, including Building Standards, Private Sector Housing, Trading Standards, Environment Health and the Councils Resilience planning team.
This is a highly influential position, responsible for shaping the strategic direction of our Regulatory Services function and ensuring delivery in line with Council priorities, statutory requirements, and professional standards.
Key ResponsibilitiesLead the strategic development and delivery of regulatory services in accordance with Council priorities and statutory obligations.
Ensure compliance with legislation, regulations, verification frameworks, and inspection requirements across all service areas.
Lead enforcement services including dangerous buildings, pollution incidents, contaminated land, air and water quality, food safety, and trading standards.
Administer and develop the Council’s landlord registration scheme, private sector housing strategies, and the Scheme of Assistance, including grant programmes.
Essential QualificationsApplicants must be educated to degree level (or equivalent) in one of the following specialisms:
- Any surveying specialism
Please note, as part of your duties and responsibilities, you will be required to participate in the Council Incident Officer standby rota, which will require you to be on standby out of office hours, for a period of one week, approximately four times a year. For this, you will receive payment in line with the Council’s Conditions of Service and full training will be provided.

A driving licence is essential for this role.
