General Definition of Work

In this pivotal role, the Manager of Distribution Engineering is responsible for providing technical and managerial oversight for the utility’s distribution engineering operations. The successful candidate will be recognized as a subject matter expert, taking charge of the planning, design, construction management, and operational facets of both electric distribution and lighting systems. It is essential to ensure that all distribution facilities function reliably, meeting customer demands while adhering to all regulatory obligations at the federal, state, and local levels.

The role entails performing thorough engineering tasks in both overhead and underground distribution design, ensuring that all construction standards and material specifications are kept up to date with industry regulations concerning safety and reliability. The position allows significant autonomy regarding decision-making and problem-solving, requiring the ability to manage subordinate personnel while working under the broad guidance of the Assistant Vice President of Engineering and Operations.

In this position, you will be responsible for designing and implementing systems while directing personnel in alignment with industry best practices, emphasizing safety for the public and staff. This includes overseeing planning, design, easement acquisition, construction management, material management, customer relations, emergency restoration, budget development, and the operation of electric distribution facilities. You will mentor and schedule subordinate personnel effectively, providing essential engineering support to other departments within the utility.

The role includes serving as a project manager on significant energy delivery initiatives such as transmission line projects, ensuring the successful execution of all project phases from inception to closeout. All engineering endeavors must comply with relevant regulatory and environmental standards. Additionally, you will conduct annual planning studies to assess system reliability and identify improvement needs promptly. A core responsibility is to manage and allocate budgets effectively while overseeing the procurement of materials and services necessary for your division's projects.

Knowledge,

Skills and Abilities

Expertise in electrical engineering principles is required, along with a solid understanding of the planning, design, and operation of electric utility systems for overhead and underground high-voltage setups. The candidate must also be knowledgeable about safety precautions pertinent to high-voltage construction and maintenance. The ability to work independently, apply advanced engineering practices, and conduct quantitative analyses is critical. Strong interpersonal and communication skills, both verbal and written, are necessary for coordination across utility divisions, facilitating smooth operations.

Sound judgment in making business decisions and the ability to build strong relationships with government agencies and the public are paramount. Problem-solving skills, leadership abilities, and a readiness to respond to emergency situations are key components of this role. A bachelor’s degree in engineering from an ABET accredited institution, ten years of professional experience in utility operations, and leadership experience are required.

A master’s degree may substitute for one year of experience.

Special Requirements

A valid Florida Class E State driver’s license is required at the appointment time, and candidates may need to work outside normal hours during emergencies or system outages.
