OPS ENVIRONMENTAL SPECIALIST I -
This professional OPS Environmental Specialist I position functions independently for the DOH in Osceola County, Environmental Public Health division in the Onsite Sewage Treatment and Disposal Systems (OSTDS) program. The duties include performing work in the Onsite Sewage Treatment and Disposal Systems program.
Responsibilities- Review septic applications and plans, issue permits, and perform initial and final inspections of newly installed systems.
- Inspect repairs on systems, conduct abandonment inspections, investigate sanitary nuisance complaints, and enforce compliance with public health standards.
- Evaluate sites, determine seasonal high-water tables and seasonally inundated areas to assess system suitability and compliance with 62-6, Florida Administrative Code and Florida Statutes.
- Complete permit reviews and private provider processing.
- Perform field work involving heavy lifting and physical activity in a strenuous environment.
- Knowledge and skill in using field equipment required, including but not limited to operating a laser level, shovel, auger, Munsell Color Charts, drill, and other equipment as deemed necessary to perform environmental health inspections.
- Knowledge of terminology, principles, and analytical techniques of the physical or natural sciences.
- Knowledge of and basic computer skills.
- Knowledge of correct spelling, punctuation, and grammar usage.
- Ability to operate general office equipment.
- Ability to follow office procedures, and practices.
- Ability to plan, organize, and coordinate work assignments.
- Ability to handle telephone calls in a courteous, and effective manner.

- Ability to lift, and carry up to 50 pounds as needed.
- Ability to work with occasional loud noises indoors and/or outdoors.
- Ability to work outdoors with various temperature changes.
- Ability to walk for long periods of time or great distances.
- Ability to locate information that is listed alphabetically & numerically.
- Ability to follow instructions.
- Ability to review data for accuracy, and completeness.
- Ability to work independently or with minimal supervision.
- Ability to work with the public in a tactful and courteous manner.
- Ability to utilize problem-solving techniques.
- Incumbent will be assigned a state vehicle and will be responsible for maintaining and operating the vehicle per state and county codes.
- A valid Florida driver’s license or a current valid driver’s license from another state.
- Ability to work in the Florida environment that is subject to field work exposed to sun and heat.
- At least 6 months’ experience with computers or tablets for data entry.
- Willing to travel to various locations in Osceola County.
- Bachelor's degree from an accredited college or university with a major in one of the physical or natural sciences or engineering.
- Ability to lift a minimum 50 pounds.
- Willing to work in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
