Primary

Responsibilities
  • Provide leadership and operational oversight for the court’s help desk, systems administration, and application development functions at the Osceola County Courthouse.
  • Manage and continuously improve end‑user support services, ensuring timely resolution of incidents, effective problem management, and high customer satisfaction.
  • Oversee the administration of server infrastructure, including virtual and physical servers, Active Directory, enterprise storage, backup, and disaster recovery systems.
  • Lead the planning, development, deployment, and maintenance of internally developed applications and integrations that support judicial and administrative operations.
  • Establish and enforce cybersecurity best practices and controls in alignment with state and judicial standards (e.g., NIST CSF, CIS Controls).
  • Coordinate system upgrades, patches, and enhancements across infrastructure, applications, and user environments with minimal operational disruption.
  • Supervise, mentor, and evaluate technical staff across multiple functional areas, fostering professional growth and accountability.
  • Implement and support ITIL‑based service management practices, including incident, problem, change, and configuration management.
  • Collaborate closely with network, audio‑visual, application support, and business stakeholders to align technology solutions with court needs.
  • Manage vendor relationships, software licensing, maintenance agreements, and support contracts.
  • Develop and maintain technical documentation, system diagrams, service procedures, and project plans.
  • Participate in strategic planning, budgeting, and lifecycle management for systems and applications.
Qualifications Education & Experience
  • Bachelor’s degree in Computer Science, Information Technology, or a related field.
  • Minimum five (5) years of progressively responsible IT experience, including systems administration, user support, or application development.
  • Minimum two (2) years of experience in a management or supervisory role.
  • Demonstrated experience managing help desk operations and enterprise systems.
  • Experience overseeing or coordinating software development, system integrations, or application lifecycle management.
  • Working knowledge of cybersecurity principles and secure systems design.
Technical Skills
  • Strong proficiency in Windows Server, Active Directory, Group Policy, and Power Shell.
  • Experience with virtualization platforms such as VMware or Hyper‑V.
  • Familiarity with Microsoft SQL Server administration and application data dependencies.
  • Knowledge of Microsoft 365 and hybrid cloud environments.
  • Experience using mobile device management platforms.
  • Manage and support digital signage platforms used across the court facility, including system reliability, vendor coordination, and alignment with operational and public communication needs.
  • Experience with endpoint management, patching, and software deployment tools.
  • Understanding of application development concepts, change control, and release management.
  • Familiarity with ITIL practices and structured service management processes.
Certifications
  • CompTIA Security+, Network+, or CySA+
  • Microsoft Certified:
    Windows Server Hybrid Administrator or Azure Administrator
  • ITIL Foundation Certification
  • Certified Information Systems Security Professional (CISSP)
  • VMware Certified Professional (VCP)
Working Conditions
  • May require occasional after‑hours, holiday, and weekend support for system upgrades.
  • Ability to lift, carry, and install technical equipment up to 40 pounds.
