The Role   Manages the planning, design, and implementation of major capital construction projects and programs for Regional facilities. Develops and maintains building and client specific guidelines, standards, and optimizes processes for delivering capital projects. Acts as senior technical advisor in building sciences or related engineering.

Duties/Responsibilities    Supervises staff in a project management matrix framework. Assigns projects and tasks to staff based on resource requirements and other considerations. Supervises a Project Engineer/Architect.
Manages design and construction of major capital projects, including administrative activities. Administers contracts with consultants, architects, suppliers, engineers, and contractors. Leads the tender and selection process.
Provides direction to technical staff on in-house design projects and in preparing final contract drawings. Supervises assigned staff during capital projects. Assigns work to clerical staff. Advises on and assists with the function/operation of new buildings.
Directs/coordinates procurement for furniture, telecommunications, and relocation of staff to newly completed facilities.
Acts as the Region’s representative to challenging engineering designs and plans, ensuring consultants meet corporate requirements, and are responsible for the integrity of design and construction of engineering projects.
Provides technical assistance to client departments and Police. Identifies deficiencies/issues, develops alternatives, and makes recommendations to project teams, Committees, and Council. Determines methods for design and implementation of capital projects and programs.
Chairs project teams to develop and establish project scope, budget, schedule and determines the Environmental Assessment and Municipal Act status for major projects. Conducts public meetings and obtains public input throughout the design process.
Manages procurement processes for major capital projects, including tendering, RFP’s.
Prepares design drawings and directs staff in preparing final contract drawings for in-house design projects. Estimates project costs. Incorporates requirements of the Region and governing authorities.
Maintains communication with clients groups. Collaborates with clients to develop solutions and ensure projects are delivered per client requirements.
Collaborates with other divisional staff on the development, implementation, and maintenance of systems and processes to ensure project data is submitted (e.g., As-Built Records, Asset Data, operations and maintenance manuals).
