As a NEPA Practitioner in our Ecological Practice at the Knoxville, TN office, you’ll support environmental planning efforts as part of CEC’s Environmental Planning team, serving primarily as a technical writer responsible for delivering high-quality NEPA documentation while also contributing to field-based ecological assessments. CEC’s Ecological Practice represents approximately 10% of company wide revenue and offers broad technical expertise in wetland and stream assessments and delineations, Section 401/404 permitting, endangered species surveys, ESA compliance, ecosystem restoration, invasive plant control, and habitat assessments.

Key Responsibilities
  • Prepare and support NEPA documentation as a technical writer, ensuring high-quality, accurate, and compliant deliverables.
  • Contribute to field-based ecological assessments, including wetland, stream, habitat, and species-related evaluations.
  • Support projects involving wetland and stream delineations, mitigation, and Section 401/404 permitting.
  • Assist with endangered species surveys, ESA strategy and compliance, ecosystem restoration, and invasive plant control efforts.
  • Perform quality assurance/quality control reviews to ensure work products meet CEC standards.
  • Develop internal and external client relationships over time to support growth of the Ecological and Environmental Planning practices.
Qualifications
  • 5+ years of experience in Environmental Planning and navigating the NEPA process.
  • Strong technical writer and impact evaluation skills.
  • Resource and stakeholder management skills.
  • Experience working with state and federal regulators and demonstrated understanding of regulations from agencies such as U.S. Army Corps of Engineers, U.S. Fish & Wildlife Service, U.S. Department of Housing and Urban Development, U.S. Department of Agriculture, and U.S. Department of Transportation/Federal Highways Administration.
  • Experience in one or more of the following areas: delineation and assessment of natural resources (e.g., wetland and waterbody delineation, threatened and endangered species habitat evaluation, etc.) and/or natural resource impact permitting (e.g., Clean Water Act Section 404/401, state-specific permits, local permits, etc.).
