Operations Specialist, Human Resources
Tennessee Board of Regents (T )

Pay Range: $41,350 - $50,780 per year
. Pay will be determined by related work experience and applications.

Position Summary

The HR Operations Specialist ensures the efficient performance of daily HR and payroll administrative functions. The role balances office management, payroll liaison duties, staffing support, communication, documentation, and cross‑department collaboration to support the Human Resources team and the broader college community.

Essential Functions
  • Office/Operations Management – 35% – Oversee day‑to‑day HR office operations, maintain supplies, manage purchasing, coordinate maintenance, handle mail and courier services, and assist with budget monitoring.
  • Payroll Liaison – 20% – Act as the primary liaison between employees, supervisors, and the T  Shared Payroll Center. Track payroll deadlines, resolve discrepancies, coordinate with HR staff, and ensure timely, accurate payroll processing.
  • Staffing Support – 15% – Assist with job postings, recruitment scheduling, onboarding, employee record maintenance, meeting coordination, room reservations, and event support.
  • Communication – 15% – Serve as the primary point of contact for HR and payroll inquiries, greet visitors, answer calls/emails, draft correspondence, and ensure timely follow‑up and closure.
  • Documentation & Reporting – 10% – Prepare and maintain HR reports, presentations, and employee files; handle onboarding and exit documentation; manage volunteer and minor programs; administer PSLF and VOE forms; update policies and procedures.
  • Cooperation – 5% – Collaborate with HR initiatives, support committees, supervise interns/students, and assist with other duties as assigned.
Job Requirements
  • Associate’s degree in Business Administration, Human Resources, Accounting, Management, or a related field.
  • Minimum three (3) years of progressively responsible experience in office management, administrative operations, payroll support, HR support, or equivalent roles.
  • Experience managing complex operations, coordinating with leadership, preparing reports, and handling confidential information with discretion.
  • Proficiency in HRIS, ERP, or payroll systems (e.g., Banner, HRIS, reporting platforms).
  • Strong technical aptitude, troubleshooting ability, and forward‑looking communication skills.
  • High degree of discretion, accuracy, and problem‑solving ability.
  • Able to engage in the college’s mission, vision, and values.
Preferred Education/Certifications
  • Bachelor’s degree in Human Resources, Business Administration, Management, Organizational Leadership, Communications, or Higher Education Administration.
  • Professional certifications such as SHRM‑CP, PHR, CAP, PMP, or equivalent payroll/HRS credentials.
  • Experience in higher education or public‑sector HR/payroll settings, shared‑services environments, and multi‑layered payroll processes.
  • Hands‑on experience with Banner, employee onboarding, or payroll action processing.
Physical Demands

The role primarily involves prolonged desk work, computer use, and phone communication. Light lifting up to 10 lbs, handling office equipment, and occasional vehicle use for deliveries may be required. Adequate visual acuity is necessary for data entry, document review, and screen reading.
