• Responsible for contact and relationship development with clients and partners
• Build and maintain strong relationships with existing clients, subconsultants, and other stakeholders, ensuring clear communication and collaboration, while focusing on growing Lochner’s presence across the state
• Expand and diversify client base beyond current stakeholders
• Responsible for recruiting and hiring CEI staff to meet contract and growth needs
• Lead preparation of RFP responses and submittals
• Identify and lead opportunity pursuits and partnerships
• Attend and participate in meetings with clients and consultants
• Provide guidance, mentoring, and training to team members; oversee contract negotiations, administration, and compliance, resolving disputes related to contracts
• Implement quality control measures to ensure work meets specifications and standards
• Conduct regular inspections and audits to identify and address quality issues
• Coordinate with client and teaming partners to ensure project staffing and services are adequate to meet scoping requirements, serving as a primary point of contact for clients and partners, communicating project progress, issues, and resolutions
• Perform document review of contract documents for compliance

• B.S. Degree in Civil Engineering or Construction Management from an accredited college preferred
• 5+ years of experience managing multiple teams across multiple projects and leading inter‑company collaboration
• 10+ years of transportation engineering experience and construction management experience preferred
• Demonstrated ability to lead and motivate a team
• Experience building and leading a successful CEI team
• Strong time management, leadership, and decision‑making skills
• Highly organized in day‑to‑day and long‑term planning and execution, and effectively track and maintain workload planning
• Excellent written and oral communication skills, including the ability to effectively delegate and negotiate
• Must understand contracts, plans, special provisions and documents related to transportation construction and have a functional understanding and ability to learn contract administration and project management software
• Must possess valid driver’s license
