Overview
This position is an RFP position and is contingent upon contract award. It is an onsite position located in Kodiak, AK.
SummaryGoldbelt Operations Support Services, LLC (GbOSS) is seeking a Construction Project Manager (CPM). The CPM will oversee project management duties, handle submittals, review work onsite, and manage meetings, documentation, and project close‑out. The role interfaces with the construction team and subcontractors at locations in and around Kodiak, AK.
Responsibilities- Perform constructability reviews of project and contract documents.
- Coordinate between fieldwork, affected organizations, and Government.
- Work with local USCG staff to explain and inform on construction activities.
- Monitor the effectiveness of the Construction Contractor’s Project Manager and oversee USCG facility maintenance.
- Ensure construction is in accordance with plans and specifications.
- Make onsite visits and work with Superintendents/Contractor’s Project Manager to provide written reports to the USCG.
- Communicate risks and develop strategies for equipment and material submittals, progress charts, quality control (QC), safety plans, and work plans.
- Oversee project schedule, construction progress, and contract completion date.
- Monitor the Contractor’s Project Management for compliance with contract and report observations to the COR/KO/Contracting Specialist.
- Research design and/or construction problems and provide recommendations to the USCG Construction Project Management team.
- Process RFIs, RFVs, RFVs, and DCRs on behalf of the Construction Contractor.
- Assist with development of contract modifications and associated documents (cost estimates, red line drawings, statements of work).
- Update facility partners with project schedules, changes to performance period, and coordinate outages.
- Attend construction branch and construction project meetings.
- Monitor job‑site safety and compliance.
- Maintain a complete, updated file of approved submittals and monitor the schedule of submittals.
- Maintain field records (correspondence, daily reports, test results, waste disposal receipts, progress payments, modifications).
- Assist in resolving technical issues (RFIs, DCRs) and progress schedules.
- Prepare supporting information for proposed modifications and field sketches.
- Maintain current set of contract plans and specifications with executed modifications posted.
- Ensure the Construction Contractor maintains as‑built drawings and updates construction schedule.
- Perform labor interviews when directed by the KO or COR.
- Maintain rapport, coordination, and communication with other agencies and organizations involved.
- Perform pre‑construction plan reviews, identify risks, and offer solutions.
- Transfer documents, O&M manuals, spare parts, tools, as‑built drawings, keys, and guarantees to the USCG.
- Monitor compliance with environmental protection requirements.
- Keep the COR fully informed of technical or contractual difficulties.
- Ensure proper security or facility clearance forms and management of Government furnished property.
- Evaluate proposals for technical feasibility and quantity verification.
- Review payment requests/invoices and provide recommendations to the USCG COR.
- Proficient in Microsoft Office suite and Microsoft Project.
- Skilled in establishing and maintaining cooperative working relationships with management, employees, and clients.
- Knowledge of federal and state financial regulations, including FAR.
- Comfortable reading and understanding blueprints and drawings.
- Demonstrated knowledge of construction, engineering, and architecture principles.
- Ability to budget, schedule, negotiate, and control costs.
- High familiarity with contract and subcontract documents, terms, and conditions.
- Strong leadership and management skills.
- Excellent professional writing and correspondence skills.
- Ability to travel to job sites as assigned.
- Ability to read construction drawings and specifications.
- Complete the following trainings within 120 days of contract award (or recertify if needed):
