This class is the second level in a two‑level Management series. Incumbents are responsible and accountable for directing a Borough department, including its personnel, budget, and resources.
Responsibilities- Exercising strategic and visionary thinking with long‑term organization‑wide impact.
- Developing and implementing programs critical to the Borough.
- Making recommendations to the Assembly and Borough Manager.
- Developing and implementing policy initiatives.
- Setting the tone, climate, and vision for the department.
- Ensuring compliance with statutory responsibilities and directives.
- Supervising staff, including prioritizing and assigning work, conducting performance evaluations, ensuring staff training, enforcing policies and procedures, maintaining a healthy and safe work environment, and making hiring, termination, and disciplinary recommendations.
- Developing, implementing, and evaluating departmental policies, procedures, strategies, and goals while maintaining procedural and regulatory compliance.
- Providing expert advice to the Assembly, Borough Manager, and management teams, and delivering presentations in support of program development and strategic direction.
- Facilitating, leading, and/or participating in meetings, proceedings, and committees; representing the department and Borough at meetings and conferences; and acting as a liaison between departments, external organizations, the general public, and other agencies.
- Researching, analyzing, and making recommendations for cost‑effective improvements in departmental operations; designing, administering, and evaluating departmental programs and services.
- Directing and participating in the preparation of departmental budgets, financial reports, and capital improvement budgets; monitoring revenues and expenditures; and approving department procurement.
- Performing other duties of a similar nature and level as assigned.

Training and ExperienceBachelor’s degree in a related field and seven years of progressively responsible management experience directly related to the assigned area; or, an equivalent combination of education and experience sufficient to perform the essential duties of the job.
Licensing/CertificationsState of Alaska Driver’s License.
