Solid Waste Manager – Kodiak Island Borough
Incumbents are responsible for directing the activities, budget, and personnel of a division within a department. Incumbents are responsible and accountable for performing strategic planning; managing division budget; managing inventory and purchasing; ensuring regulatory compliance at the Federal, state and local levels; providing oversight and direction for the implementation of programs/services; representing the division Borough-wide and to the Assembly; managing legislative initiatives;
and, managing and overseeing the work of contractors.
This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.
Key Responsibilities- Supervising staff, including prioritizing and assigning work, conducting performance evaluations, ensuring staff training, ensuring adherence to policies and procedures, maintaining a healthy and safe working environment, and making hiring, termination, and disciplinary recommendations.
- Planning, organizing and directing the activities of the assigned division, including overseeing the development and administration of policies, procedures, programs, goals and objectives.
- Ensuring regulatory compliance of division operations at the Federal, state and local levels.
- Representing the division at various meetings, advisory groups, committees, agencies, the Assembly, and other related groups.
- Reviewing, preparing and presenting reports on division programs and activities.
- Preparing and managing the division budget, including forecasting, allocating resources and approving expenditures.
- Responding to and resolving inquiries and concerns from the general public, partners, the business community, and staff.
- Performing other duties of a similar nature and level as assigned.
Bachelor’s Degree in a related field and 5 years of progressively responsible experience directly related to the area assigned, including 3 years of supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Licensing/Certifications- State of Alaska Driver's License.
- Manager of Landfill Operation Certification (MOLO).
- 40 Hour Haz Mat Certification.
