Occupational Health & Safety, Operations Manager
Lead and manage the HSE team at site, providing guidance, mentoring, and technical support to junior HSE personnel.
Develop, implement, and continuously improve the project HSE Management System, plans, procedures, and risk registers for construction activities.
Conduct and lead Hazard Identification (HAZID), Job Safety Analysis (JSA), Risk Assessments, and SIMOPS studies for piping, pipeline laying, excavation, hydro-testing, and heavy lifting operations.
Oversee daily HSE inspections, audits, toolbox talks, safety inductions, and Permit to Work (PTW) systems.
Monitor and ensure safe execution of high-risk activities including confined space entry, hot work, excavation, pipeline pigging, pressure testing, and lifting operations.
Investigate incidents, accidents, and near-misses; prepare detailed root cause analysis reports and ensure effective corrective and preventive actions (CAPA).
Ensure full compliance with KOC HSEMS, KNPC/KIPIC HSE procedures, ISO 45001, ISO 14001, and local regulatory requirements.
Coordinate with client (KOC/KNPC/KIPIC/JO) HSE representatives and participate in joint HSE meetings and audits.
Track leading and lagging HSE indicators, prepare monthly HSE performance reports, and drive continuous improvement.
Promote a strong safety culture and lead safety leadership programs across the project site.
Review and approve subcontractor HSE plans and monitor their performance.
Support pre-commissioning, commissioning, and handover phases from an HSE perspective.
Skills- Bachelor’s Degree in Engineering (Mechanical, Chemical, Petroleum, or Safety-related discipline).
- Minimum 15 years of total experience in HSE, out of which at least 5 years must be in Oil & Gas Projects.
- Must have previous experience with KOC, KNPC, KIPIC, or JO in piping or pipeline construction projects.
- KSE Membership is mandatory.
- NEBOSH International General Certificate (IGC) or equivalent (NEBOSH Diploma / IOSH Managing Safely preferred).
- Lead Auditor certification for ISO 45001 and/or ISO 14001 is highly desirable.
- In-depth knowledge of oil & gas construction safety, pipeline safety standards, hazardous area operations, and emergency response planning.
- Proven leadership skills with experience in leading HSE teams on medium to large-scale construction projects.
- Excellent communication, presentation, and report-writing skills in English.
- Ability to work independently on site under pressure and in challenging site conditions.
- Physically fit and willing to work full-time at construction sites in Kuwait.
- Previous experience as Lead HSE Engineer on KOC/KNPC/JO pipeline or piping projects.
- Knowledge of Bow-Tie Analysis, HAZOP, and Quantitative Risk Assessment (QRA).
- Valid certifications in First Aid, Fire Fighting, and Confined Space.
