The Inventory Control & BII Specialist is responsible for maintaining 100% physical accountability of all Basic Issue Items (BII) and Components of End Item (COEI) across APS-5 equipment sets. This position ensures vehicle gear layouts match the exact property book and authorized technical manual requirements. The role also validates tactical digital communications systems, including SINCGARS/Harris radios, JCR, and BFT, and performs diagnostics using TMDE to isolate electronic node faults to the Line Replaceable Unit (LRU) level.

The specialist ensures APS-5 equipment readiness, accuracy of component listings, and compliance with Army regulations and APS-5 SOPs.

Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

  • Perform full, partial, and cyclic inventories of BII, COEI, and AAL components for all APS-5 equipment.

  • Responsible for 100% physical component count of all BII/COEI items.

  • Ensure vehicle gear layouts match the exact authorized property book configuration and technical manual (TM) layout.

  • Identify missing, damaged, incorrect, or substituted BII/COEI items and record all discrepancies.

  • Maintain accurate inventory records within AWRDS, GCSS-Army, DPAS, and component tracking systems.

  • Prepare shortage annexes, discrepancy worksheets, and reconciliation documentation.

  • Ensure BII/COEI items are properly labeled, packaged, stored, and secured according to TMs and APS-5 SOPs.

  • Support equipment issue, turn-in, and reset operations with complete BII/COEI validation.

  • This position does not inspect engines, driveline systems, hydraulics, or vehicle mechanical readiness.

  • Responsibilities focus solely on BII/COEI component accuracy, layout validation, and tactical digital systems.

  • Validate vehicle-integrated tactical communications systems including SINCGARS/Harris radios, Joint Capabilities Release (JCR), and Blue Force Tracker (BFT).

  • Perform functional checks on digital data buses, interface modules, and communication harnesses.

  • Use TMDE to isolate faults in electronic nodes, data harnesses, and interface kits.

  • Identify faults down to the Line Replaceable Unit (LRU) level.

  • Ensure all tactical systems are installed/configured according to technical manuals and APS-5 configuration control standards.

  • Maintain audit-ready logs of all diagnostics, validations, and corrective actions.

  • Coordinate with Maintenance, Communication Shop, and Materiel Management for LRU replacements or system corrections.

  • Maintain audit-ready documentation for inventories, tactical system checks, and reconciliation actions.

  • Generate daily, weekly, and monthly inventory and tactical system status reports.

  • Ensure compliance with APS-5 SOPs, Army regulations, and government contractual requirements.

Qualifications
  • Minimum Qualifications:
    Education/Certifications
    • High school diploma or equivalent; associate degree preferred.
    • Must be able to obtain a Host Country Driver's License
    • Must be CAC eligible and/or the ability to obtain a CAC
  • Experience:
    • APS-5 experience in inventory, BII/COEI management, or Army supply operations.
    • Familiarity with SINCGARS/Harris/JCR/BFT systems and basic TMDE diagnostics.
    • Proficiency with AWRDS, GCSS-Army, DPAS, and technical manual interpretation.
    • Environmental Regulations, including Federal OSHA and EPA regulations.
    • Military background and training beneficial.
  • Skills:
    • Ability to instruct small and medium groups of people;
      Competent in computer operations to include Microsoft Office;
      Outlook, Word, Excel, and PowerPoint.
    • Must have a strong ability to work independently.
    • Strong analytical skills, attention to detail, and organizational abilities.
  • Working Conditions:
