Position Summary
Eastern Oregon University is seeking a skilled Facilities Operations Manager to lead daily maintenance, trades, and grounds operations that keep our campus safe, reliable, and fully functional. This position oversees preventive maintenance programs, campus infrastructure upkeep, regulatory inspections, and code compliance. The Facilities Operations Manager supervises skilled trades staff, coordinates operational planning, and ensures facilities work is delivered efficiently, safely, and in alignment with university standards.
Reporting to the Director of Facilities & Planning, this role is key to maintaining service‑ready buildings, systems, and grounds; supporting campus events and moves; and partnering across Facilities & Planning on budgeting, capital project transitions, safety programs, and long‑term asset planning.
Responsibilities- Oversee daily operations of maintenance, trades, and grounds teams to ensure reliable facility performance.
- Implement preventive maintenance, renewal, and replacement programs using the campus CMMS.
- Manage all required internal and external inspections; track deficiencies and ensure corrective action.
- Support facility renewal planning and integrate asset condition data into long‑term capital needs.
- Coordinate work planning, scheduling, resource use, and service standards.
- Partner with Facilities Business Operations on budgeting, procurement, and vendor oversight.
- Collaborate with Custodial Operations and Capital Projects on space readiness, events, and project closeouts.
- Lead safety and emergency response protocols; ensure staff training and OSHA /EH&S compliance.
- Prepare operational, compliance, and performance reports for Facilities leadership.
- Supervise, train, and evaluate trades and maintenance employees.
- Direct after‑hours trades support and call‑backs as needed and coordinate with Safety & Security to implement Fire Life Safety (FLS) procedures when facilities or life‑safety systems are impaired or not fully operational.
- Associate degree in Facilities Management, Construction Technology, Industrial Maintenance, Business/Public Administration, Engineering Technology, or an equivalent combination of education and experience.
- Minimum 5 years of experience in facilities operations or maintenance management.
- Minimum 5 years of experience supervising trades or maintenance staff.
- Minimum 3 years of experience with budget oversight, procurement, vendor management, or compliance reporting.
- Demonstrated proficiency with a Computerized Maintenance Management System (CMMS).
- Valid driver’s license and acceptable driving record.
- This position requires on‑call work after‑hours, working with Safety & Security and other campus units, providing coverage for emergency facility issues such as fire alarms, water leaks, and mechanical system failures.
- Must satisfactorily complete EOU criminal and credential background check. Having a criminal history is not an automatic bar to employment.
- All persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire. Eastern Oregon University will not sponsor applicants for employment visas.
- Bachelor’s degree in Facilities Management, Construction Management, Engineering, Business, Public Administration, or a related field.
- Industry certifications such as FMP, CEFP, BOC, CMM, PMP, or equivalent.
- At least 2 years of experience in capital renewal planning or asset condition assessment.
