Location:
Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.
Schedule:
This position is eligible for telework and flexible schedule options. You will be expected to work three days per week in the office for initial onboarding and training. After onboarding, a minimum of one day per week in the office is required. Schedules are subject to change based on position needs.

- Provide expertise and supervisory support, guidance, and direction to the Operations Technical Team. The team handles receiving, reviewing, and entering appointment data into HRMS and administering protected leaves, and transitioning from hard copy to electronic records and electronic personnel files.
- Serve as the agency’s technical expert in the state’s HRMS. Attend Data Steward meetings, stay up to date on HRMS changes, and coach team members through new HRMS actions.
- Supervise the Operations Technical Team: coach and mentor staff, remove barriers, monitor assignments, ensure work is accurate and timely.
- Establish an auditing schedule for HRMS data integrity and develop a feasible auditing plan.
- Create canned and customized reports in HRMS or Washington Workforce Analytics to assist customers in data-driven decision-making.
- Identify and lead improvement projects to create efficiencies in HR operations (HRMS, employee actions, FMLA and Shared Leave, position paperwork).
- As needed, process appointment paperwork or position actions by entering data into HRMS (occasional).
Required Qualifications
- Seven years of experience and/or education in broad-based human resource work, including advising and consulting on HR issues. Two years must include working with a human resource management/information system.
Experience Must Include
- Extensive experience with Enterprise HR Systems – demonstrated experience using, managing, or supporting an HRMS comparable to Washington State’s HRMS (SAP-based), including position management, personnel actions, payroll interfaces, and data auditing.
- Expertise in HR data analysis and reporting – ability to create, modify, and interpret HR reports and queries using HRMS, Power BI, or Washington Workforce Analytics to support data-driven decisions and ensure data integrity.
- Regulatory and policy application – knowledge of Washington Administrative Code (WAC), RCW, CBAs, and agency policies as they apply to HRMS transactions and decisions.
- Technical and operational leadership – experience supervising or leading an HR operations or technical team, managing workload, ensuring accuracy, and coaching staff.
- Process improvement and systems optimization – demonstrated success in identifying and implementing improvements in HR operations or HRMS environments.
Education:
Degree or education involving a major study in human resources, labor relations, organizational development, business, public administration, social or behavioral sciences.
- 7 years of experience.
- 6 years of experience with 30-59 semester or 45-89 quarter college credits.
- 5 years of experience with 60-89 semester or 90-134 quarter credits (Associate’s degree).
- 4 years of experience with 90-119 semester or 135-179 quarter credits.
- 3 years of experience with a Bachelor’s degree or higher.
- At least 6 months of experience advising and facilitating reasonable accommodation processes and advising management and employees on Family Medical Leave Act (FMLA) in accordance with federal and state laws.
- At least 6 months of experience leading or supervising a team.
- Public sector and/or unionized workplace HR experience.
- Experience entering data into the WA State HRMS system.
- PHR, SPHR, SHRM-CP, SHRM-SCP, or CLRP certification.
