** HIRING RANGE: $86,542.56 - $96,158.40/year
** This is a 4-year term position eligible for benefits, with current funding anticipated through September 2029. There may be potential to extend the full-time role if the program is successful and future funding becomes available.

The City of Lakewood is seeking a motivated, detail-oriented, and technically skilled Building Performance Technical Specialist to support the development and implementation of Lakewood’s first Building Energy Benchmarking Program. This new initiative will improve energy efficiency and reduce greenhouse gas (GHG) emissions across Lakewood’s mid-size commercial and multifamily buildings—a key strategy in advancing the City’s climate and sustainability goals.

The Technical Specialist will work in coordination with the Building Performance Program Coordinator to lead the energy and emissions data analysis of over 800 buildings, assist building owners with reporting requirements and technical resources, and implement quality data assurance processes to maximize program compliance and help reduce greenhouse gas emissions from the building sector. The ideal candidate combines strong technical and analytical capabilities with clear visual and interpersonal communication skills to demonstrate program success and positive community impact to key stakeholders, such as property owners and building managers.

The Technical Specialist will bring technical rigor, attention to detail, and a collaborative mindset to help make Lakewood’s buildings more efficient, resilient, and climate friendly.
** Essential Duties and Responsibilities
*** Incumbent is accountable for all duties of this job and other projects and responsibilities may be added at the City’s discretion. Employees must be able to perform the essential duties of this job with or without reasonable accommodation.
** Data Analysis & Verification (40%):
Lead data collection and analysis of building energy and greenhouse gas emissions, ensuring accurate benchmarking and actionable insights;
Compile and maintain database of covered buildings;
Prepare and implement Quality Assurance Project Plan to maximize data quality.
* Technical Assistance (25%):
Support online resource hub for the public, including reporting requirements and instructions, pathways to compliance, contractor lists and resources, financial incentives and programs;
Translate technical findings into actionable information for diverse audiences.
* Stakeholder Engagement and Training (25%):
Develop and host community wide trainings;
Assist property owners and managers with program requirements, including utility data collection and reporting;
Engage with stakeholders to educate about building efficiency and electrification improvements.
* Compliance and Enforcement (10%):
Support Building Performance Program Coordinator with tracking compliance towards program goals, review waivers, and approve program exemptions.
* Leverage the City’s sustainability-related professional networks and other professional opportunities to maintain working knowledge of best practices in the industry.
