Overview
The Colorado Department of Revenue (CDOR) seeks a Compliance Investigator I in the Liquor Enforcement Division to enforce Colorado’s tobacco laws and support public safety and economic growth.
Responsibilities- Plan and conduct investigations and follow‑up of alleged tobacco code complaints.
- Perform routine and follow‑up inspections of tobacco retail businesses across the state.
- Execute undercover investigations to prevent underage sales.
- Coordinate tobacco compliance operations with local licensing authorities.
- Interview witnesses, suspects, and the public to gather evidence.
- Apply knowledge of Colorado Tobacco statutes and regulations to investigative efforts.
- Submit comprehensive narrative reports and recommend administrative action.
- Determine appropriate action upon conclusion of the compliance investigation.
- Testify in criminal and administrative proceedings when required.
- Maintain weekly inspection, compliance statistics, and documented work activities.
- Assist the Criminal Investigator on duties involving liquor inspections, report writing, or statistical reporting.
- Perform other duties as assigned by the supervisor.
- Engage businesses to encourage compliance and provide guidance on regulatory requirements.
- Educate local licensing authorities, the public, licensees, and law enforcement on tobacco industry statutes and regulations.
- Interact daily with law enforcement agencies, local licensing authorities, public health officials, district attorney offices, and the general public to exchange information.
- Present a professional appearance and effectively communicate with various audiences.
- Interview witnesses, suspects, and complainants to detect issues and identify violations.
- Educate law enforcement, local licensing authorities, the public, and public health partners on tobacco industry statutes.
- Work with businesses to prevent problems and advise owners and operators on correcting issues in their establishments.
Open only to residents of Colorado at the time of application.
Minimum Qualifications- Five (5) years of relevant professional investigative or compliance experience in a regulatory environment.
- Or a combination of related education and/or relevant experience equal to five (5) years.
- More than the required minimum experience in professional investigative and/or compliance work.
- Recent experience with investigations involving compliance reporting or criminal activities, interview techniques, and interpreting statutes.
- Experience conducting due diligence investigations in a regulatory environment.
- Proficiency in Microsoft Office Suite/Google Suites.
- Excellent oral and written communication and interpersonal skills.
- Must possess and maintain a valid Colorado driver’s license at time of application.
- Must be 21 years of age or older.
- Must pass a background check and pre‑employment drug screen.
- Travel required as needed.
