The purpose of the Waste Procurement Officer (WPO) is to ensure waste disposal, recovery, recycling and composting contracts and agreements are continually in place for Lancashire County Council to discharge its duties as a Waste Disposal Authority.

The WPO will play a lead role in the development and procurement of a wide range of waste contracts of differing nature and value, whilst working to established deadlines. This will involve the detailed preparation of contract documents, including writing careful and precise service specifications, as well as evaluation of tenders, so an excellent attention to detail is required in order to develop documents.

The WPO will be able to interpret legal requirements and work with colleagues within other departments to ensure that all legal and procurement responsibilities are met. A detailed understanding of public sector procurement procedures is essential.

The WPO will report directly to the Principal Waste Management Officer (Programmes and Partnerships). The post is a full-time position (37 hours per week), with the working base located at the Environmental Education Centre, Leyland.

Accountabilities / Responsibilities
  • Responsibility for the coordination, development and delivery of multiple waste procurement activities, in line with the Waste Service needs.
  • Meticulous preparation and scrutiny of contract documents and other bespoke agreements.
  • Delivery of formal procurement exercises and evaluations in accordance with council policies and wider legislation in a thorough and timely manner.
  • Maintenance of the rolling Procurement Implementation Plan.
  • Delivery of a 360 briefing and review cycle to ensure service requirements and procurement outputs are understood and accounted for by relevant stakeholders.
  • Providing clear and detailed written reports as may be required and confidently presenting these to senior managers and other stakeholders.
  • Identifying opportunities for improving procedures and processes within the team or wider service area to support the continuous improvement of waste procurements.
  • Detailed liaison with other council departments.
  • Ensure service delivery remains compliant and effective by staying current with policy, legislative and contractual developments.
  • Supporting the Principal Waste Management Officer (Partnership and Programmes) in aspects of the delivery of their role that are commensurate to the grade of the post.
