The One Lancashire and South Cumbria (LSC) Procurement team is seeking applications for a Procurement Manager. This is an exciting opportunity to join a dynamic team during a period of transformation as we move toward becoming a single, integrated procurement department serving the NHS across Lancashire and South Cumbria as a shared service provider.

The role will involve engaging with colleagues and our customers across Lancashire and South Cumbria and soa willingness to travel to varied locations and sites is a must.
For the right candidate, there are opportunities to align base location to any of our main hub sites including Blackpool, Lancaster, Blackburn, Preston and across South Cumbria.

We are seeking an experienced and motivated Procurement Manager to lead a range of complex Estates and Facilities procurement projects across our partner NHS organisations.
The focus will be on supporting customers to deliver value for money on projects while ensuring legal compliance. As a Senior Procurement Manager, you will:
Work within the Procurement team to deliver the procurement strategy and achieve service objectives, including:
Savings and efficiency targets
Compliance with procurement regulations
Excellent customer service
Collaborate with stakeholders at all levels to present the procurement function as a progressive and responsive team that drives innovation and system improvement.
Lead strategic procurement projects, ensuring value for money and promoting an integrated approach.
Provide professional advice on procurement processes, including compliance with UK law and regulations such as Public Contract Regulations 2015, Procurement Act 2023 as well as the Provider Selection Regime.
Established in November 2024, One Lancashire and South Cumbria isa shared service entity providing corporate services including Finance, Human Resources, Digital, Estates and Procurement services.

One LSC Procurement operates as a shared service model, hosted by East Lancashire Hospitals NHS Trust, with three distinct service lines:
Logistics and Supply ChainWorking with the Senior Procurement Manager, as the Procurement Manager for the Estates and Facilities category, you will be responsible for managing a portfolio of high-value and complex procurement projects that support the delivery of safe, effective, and efficient Estates and Facilities services across the region.
You will work closely with stakeholders to deliver procurement solutions in line with service need, achieve significant savings and efficiencies, manage supplier relationships, and contribute to service improvement initiatives. This is an exciting opportunity for a procurement professional looking to influence a major category of spend across a regional portfolio while supporting the delivery of high quality, patient focussed care.
Main Areas of ResponsibilityLead high value Estates and Facilities collaborative procurement projects
Deliver savings, efficiencies, and value-for-money outcomes across the portfolio
Manage the end-to-end procurement cycle across a range of Estates and Facilities category projects, including market analysis, supplier engagement, tender development, evaluation and contract award, ensuring successful mobilisation and effective contract management
throughout the contract lifecycle.
Build strong relationships with Estates and Facilities stakeholders across the region at all levels
Ensure compliance with procurement legislation and governance requirements
Supervise, support and develop staff across the category
Contribute to category strategies and collaborative procurement programmes
Monitor performance, savings delivery, and procurement outcomes
