This position is responsible for providing supervision and field guidance to Development Services Department Building Inspectors and Plans Examiners. This position is responsible for ensuring compliance with plans and specifications for building permitting and inspections activities. Possess considerable knowledge of applicable municipal, regional, and state regulatory practices. Inspections are conducted independently but in accordance with department regulations and established technical standards.
- Supervises Plans Examiners and/or Building Inspectors field activities related to quality control and monitoring construction site safety, trench safety construction activities. Performs plan review and combination inspections. Provides assistance and guidance to Building Inspectors on assigned inspections and task.
- Works with Developers, Engineers, Architects, Contractors, along with various departments within the City to assure compliance to specifications and project requirements on privates and capital improvement projects and bring subdivisions to city compliance.
- Provides guidance directed towards the completion and city acceptance of various construction projects. Works with public utilities and other service providers concerning utility installation in subdivisions and subsequent clean‑up work.
- Identifies and interprets non‑compliance concerns in plans and specifications; specifies plans or actions necessary to being plans into regulatory compliance.
- Receives, responds and provides resolution to inquiries and concerns from contractors, the general public, the business community, and other department regarding department and division related issues.
- Maintains current knowledge of issues, trends and developments in regulatory standards and building code requirements governing the construction industry.
- Assist the Building Official with implementing City and departmental policies and procedures, coordinating training and adopting amendments of construction codes.
- Participates in continuing education, professional development and building trade organizations as approved by the Building Official.
- Have a working knowledge of the International Property Maintenance Code, as well as, Zoning.
- Have a working knowledge of all adopted construction codes and other codes and ordinances and exhibit the ability to interrupt the various codes.
- Ability to keep organized all pertinent records for inspections on a daily basis.
- Ability to ensure compliance with all codes and regulations.
- Interpret city policy and observe all safety rules and regulations.
- Prepare various reports on field operations and activities.
- Pursue the implementation of departmental goals, objectives, policies and procedures and evaluate methods to improve departmental services.
- Follow all guidelines as established by the Building Official to see they are met fully as outlined.
- Perform research and provide information on topics addressed by various boards and commissions.
- Research City Ordinances in order to provide proper responses to inquiries.
- When needed, assist with the residential and commercial permitting process.
- Respond to and resolve difficult and sensitive inquiries and complaints that may arise in the field.
- Issue citations for code and ordinance violations.
- Ability to interrupt difficult inspections; review applicable codes and make appropriate decisions.
- Recommends measures to improve production methods.
- Analyzes and resolves work problems, or assists workers in solving work problems.
- Maintain department vehicles.
- Testify in court as an expert witness as necessary.
