Senior Civil Project Manager

Location: Langley, BC
Salary: $120,000 – $180,000

Overview

We are seeking an experienced Senior Civil Project Manager to lead underground utility and heavy civil construction projects throughout the Lower Mainland. The successful candidate will manage projects from award through closeout, with responsibility for safety, cost, schedule, quality, contracts, client relationships, and field execution. This role requires a strong understanding of self-performed civil construction and the ability to work closely with superintendents, forepersons, project coordinators, subcontractors, consultants, municipalities, and clients.

Haves
  • Minimum of 8 years of project management experience within Canadian heavy civil or underground utility construction.
  • Proven contractor-side experience managing underground utility, municipal infrastructure, roadworks, earthworks, or site servicing projects.
  • Strong understanding of self-performed construction, field production, labour, equipment, materials, and subcontractor coordination.
  • Demonstrated responsibility for project budgets, forecasting, scheduling, billing, change management, and cost control.
  • Experience reviewing contracts, drawings, specifications, and tender documents.
  • Ability to lead project teams and work collaboratively with field supervision.
  • Strong communication, leadership, negotiation, and client-management skills.
  • Proficiency with Microsoft Word, Excel, Outlook, and project scheduling software.
  • Valid Class 5 Driver’s Licence and ability to travel to jobsites throughout the Lower Mainland.
  • Professional Engineer designation, technical diploma, degree, or equivalent industry experience.
Nice to Haves
  • P.Eng, PMP, Gold Seal, or related professional designation.
  • Experience delivering municipal water, sanitary sewer, stormwater, and road reconstruction projects.
  • Existing relationships with Lower Mainland municipalities, consultants, suppliers, or subcontractors.
  • Experience with Hard Dollar, HCSS, Heavy Bid, Procore, B2W, or similar construction-management software.
  • Experience with project pursuits, estimating, tender reviews, and preconstruction.
  • Claims preparation, dispute resolution, and complex change-management experience.
  • Experience mentoring Project Managers, Project Coordinators, and other junior team members.
Responsibilities
  • Manage civil and underground utility projects from contract award through final completion and closeout.
  • Review contracts, drawings, specifications, schedules, and tender documents to confirm project scope, risks, and requirements.
  • Develop project execution plans, budgets, schedules, procurement strategies, and staffing requirements.
  • Lead project teams in achieving safety, quality, schedule, production, and financial targets.
  • Work closely with superintendents and forepersons to coordinate field activities, labour, equipment, subcontractors, and materials.
  • Monitor project costs, production, commitments, forecasts, cash flow, and profitability.
  • Prepare and review progress billings, cost reports, forecasts, change orders, RFIs, submittals, and project documentation.
  • Identify project risks and implement practical mitigation strategies.
  • Manage scope changes, delays, claims, and contractual issues.
  • Maintain strong relationships with clients, municipalities, consultants, subcontractors, suppliers, and other stakeholders.
  • Ensure projects comply with contractual, safety, environmental, and quality requirements.
  • Support project startup, mobilization, commissioning, deficiency resolution, and closeout.
  • Mentor and support junior project staff while promoting accountability, collaboration, and continuous improvement.
  • Contribute to project pursuits, tender reviews, estimating, and proposal development as required.
