Position: Development Officer II Community Assistance (062785) (Housing Subsidy Officer)

The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing of affordable housing and revitalizing communities. Annually, DHCD finances approximately 2,700 units of multifamily rental housing in 40 properties, amounting to $350 million in construction and permanent financing.

Funding comes from a variety of sources, including state-appropriated funds, taxable and tax-exempt revenue bonds, federal low-income housing tax credits, federal HOME funds and other federal funds. Additionally, DHCD administers rental assistance programs and innovative initiatives designed to expand affordable housing opportunities for persons with disabilities, increase the energy efficiency and sustainability of affordable multifamily developments, and preserve rental housing.

The Division of Community Development Administration Multi-Family has an opening for a Housing Subsidy Officer.

SALARY RANGE

$62,220 - $69,633/year, with potential for advancement up to $96,790 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $69,633/year.

POSITION DUTIES

The main purpose of this position is the administration of federal and state grants which provide financial assistance for lower income renter households residing in several local jurisdictions on Maryland's Eastern Shore. This position furthers the mission of the department by expanding affordable housing opportunities for lower-income citizens through the implementation of these grant programs.

MINIMUM QUALIFICATIONS

Experience:

Seven years of community assistance experience in residential or commercial real estate development, governmental housing, community development or infrastructure development programs, including market research, planning, financial management, loan or grant program administration, capital projects or project development.

  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in urban planning, financial management, business or public administration, political science, economics, marketing, management science or a related field and three years of community assistance experience in residential or commercial real estate development, governmental housing, community development or infrastructure development programs, including market research, planning, financial management, loan or grant program administration, capital projects or project development for the required experience.
  • Candidates may substitute graduate credit hours in urban planning, financial management, business or public administration, political science, economics, marketing, management science or a closely related field on a year-for-year basis for up to two years of the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Business and Industry job family or Business and Industry job codes on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
  • Experience preparing reports and relative documentation in accordance with Housing and Urban Development guidelines.
  • Experience submitting compliance reports and tracking program metrics through Housing and Urban Development secure systems.
  • Experience administering Housing Choice Voucher programs, including eligibility determination, subsidy calculations, and client counseling.
