This is a Management Service position with full Maryland State Benefits. Work that Matters. The Maryland Department of Housing and Community Development (DHCD) is a national leader in financing and development of affordable housing and community development lending.
Position SummaryDHCD has an immediate opening for a Program Manager II in its Division of Credit Assurance. This Program Manager II monitors, evaluates and analyzes the performance of multi‑family properties to assure regulator compliance with DHCD loan documents. As the Portfolio Administrator, this individual reviews the financial, administrative, and physical condition of the assets, advising supervisors of problems and assisting owners and property managers to implement solutions.
Responsibilities- Administer one of the Division of Credit Assurance’s Multifamily Asset Management Teams.
- Monitor the physical and financial condition of an assigned portfolio of multifamily housing projects.
- Evaluate the performance of private firms managing the projects and plan and implement strategies needed to improve the performance of marginally performing projects.
- Review financial reporting, physical inspections, management reviews, and risk rating.
- Maintain current records, disbursement of reserves, loan payoffs, and other routine processes.
- Ensure the viability of the State’s security and the benefits to low and moderate income Marylanders.
- Education:
A bachelor’s degree from an accredited college or university. - Experience:
Four years of administrative or professional experience, including one year of financing experience or providing technical assistance for the development or rehabilitation of multifamily or single‑family housing, neighborhood revitalization, business development, community infrastructure development, or historic preservation programs. At least three years of general supervisory experience. - Substitution options:
Candidates may substitute additional experience or education on a year‑for‑year basis as described in the original posting.
Preferred Qualifications
- Experience monitoring affordable housing compliance, including Low Income Housing Tax Credits, HOME, Section 8, or other federal financial assistance and subsidy programs.
- Experience in real estate, housing programs, or housing compliance monitoring using software.
- Experience developing and implementing new processes and procedures and training others.
- At least one year of experience using Microsoft Office Suite or Google Docs/Sheets to create reports, documents, and spreadsheets.
- Experience in finance and the ability to analyze financial statements.
- State of Maryland Benefits.

Grade and SalaryGrade: 20
Salary range: $85,963 – $104,026 per year, with potential for advancement up to $133,951 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $104,026 per year.
