SummaryUnder the guidance of the Assistant Director of Business Administration, the Accounting Supervisor – Tax & Personnel Budgeting coordinates and oversees the reconciliation of all incoming tax revenues, serves as the liaison for elected tax collectors, creates and issues tax bills after board approval, and manages the Tax Rebate program. The supervisor also maintains the district personnel position control system, reviews personnel appointments for accounting appropriateness, assists the CFO during budget time, and serves as the conduit between the Business Office and the Information Technology team, leading special projects that impact the fiscal well‑being of the district.
EssentialFunctions
- Tax Reconciliation and Administration
- Reconciles monthly reports from nine tax collectors.
- Reviews revenue for reasonableness and timing of transfers.
- Files interims, reviews, and issues Business Office Administration (BOA) refunds and tax refunds with approval.
- Maintains historical tax collection reporting.
- Processes tax rebate processing and veteran and other Act 1 exemptions.
- Files Public Utility Realty Tax Act (PURTA) and reviews and enters non‑property taxes.
- Attends county tax meetings as a stand‑in for the Assistant Director of Business Administration.
- Reports and maintains historical tax collection reporting.
- Personnel Accounting and Budgeting
- Assists the CFO with personnel budgeting during the annual fiscal budget.
- Maintains personnel costs, including position control sheets, salary schedules, staffing updates, and vacancy new position tracking.
- Reviews personnel action notification (PAN) forms for payroll account codes.
- Reviews monthly overtime charges and creates a report for the CFO.
- Manages the Time Clock implementation and system.
- Creates and implements position control and trains necessary personnel.
- Implements and supports purchasing automation.
- Serves as eFinance liaison for the Business Office.
- Project Management & Technology
- Leads, implements, and supports other technology upgrades as needed.
- Provides general technology support for the Business Office.
- Other duties as assigned by the Supervisor.
- Bachelor’s Degree in Business or Accounting, or equivalent work experience.
- Three (3) years of experience in accounting, finance, or related business functions, preferably in a public school organization.
- Pennsylvania Department of Education chart of accounts.
- Standard bookkeeping and accounting procedures.
- School finance, state and federal funding requirements, and public sector budgeting.
- Internal control best practices and audit preparation procedures.
- Subject matter expert in enterprise resource planning (ERP) system.
- Proficiency in financial software systems and advanced Excel skills.
- Uses sound judgment and is self‑directed.
- Strong analytical skills with the ability to interpret financial data and trends.
- Strong organizational skills and punctuality.
- Strong analytical problem‑solving skills.
