Location: Hybrid – Must work and live in the state of Michigan.

Purpose: The EMS MCA Coordinator serves as a resource for the Medical Control Authorities throughout the State of Michigan. This position is responsible for oversight and tracking of the MCA protocol process, and providing subject matter expertise to MCAs regarding statutory compliance, administrative rule interpretation, and system and clinical operations. The EMS MCA Coordinator will work collaboratively with Division of EMS and Systems of Care (DESoC) leadership and compliance staff to address MCA complaints and compliance activities, and with the education staff to develop and provide education opportunities for stakeholders.

The EMS MCA Coordinator will serve as the subject matter expert supporting the Emergency Medical Services Coordination (EMSCC) Education Subcommittee and Quality Assurance Task Force, and may also serve on additional committees or special projects for the Bureau of Emergency Preparedness, EMS, and Systems of Care. The EMS MCA Coordinator position requires the ability to interpret and understand the Public Health Code, Administrative Rules, and policies and procedures of the DESoC.

This position requires use of independent judgement in organizing and performing daily work. This position will also serve as a member of the Michigan Department of Health and Human Services (MDHHS) Public Health Emergency Response Team in the Community Health Emergency Coordination Center (CHECC) as needed.

Duties and Responsibilities:
  • Correspond and interact with DESoC staff regarding assigned tasks.
  • Complete time‑sensitive reports and review documents as assigned.
  • Provide support to Quality Assurance Task Force meetings.
  • Complete Quality Assurance Task Force follow‑up documentation to MCAs regarding protocol status as required by Administrative Rules.
  • Develop and conduct MCA orientation sessions.
  • Respond to requests for information from the Quality Assurance Task Force or MCAs.
  • Develop State EMS protocols, including emergency protocols.
  • Track MCA protocols for all MCAs statewide.
  • Participate in EMSCC meetings.
  • Review and revise the MCA Handbook annually or as needed.
  • Provide subject matter expertise to MCAs regarding statutory compliance, administrative rule interpretation, and system and clinical issues.
  • Work collaboratively with DESoC leadership and compliance staff on MCA, agency, and personnel compliance related to patient care and protocols.
  • Plan and coordinate the biannual Systems of Care conference in collaboration with partners.
  • Provide EMS continuing education in collaboration with the EMS Education Coordinator and EMS for Children Coordinator.
  • Provide state and national presentations to a variety of target audiences as needed or assigned.
  • Serve in the Community Health Emergency Coordination Center when activated.
  • Maintain and manage databases, office files, lists, and other information.
  • Maintain positive, strong, credible, professional, and interpersonal relationships.
  • Complete all assignments in accordance with established deadlines.
  • Provide leadership to EMS system strategic projects such as Critical Care Paramedicine and Community Integrated Paramedicine.
  • Serve as an expert witness for compliance hearings related to patient care and protocols.
  • Always represent the best interests of MPHI and MDHHS.
  • All other duties as assigned.
Qualifications/Requirements:

Education: Possession of a Bachelor’s degree in any major with preference given to a degree in the health sciences. Maintenance of Michigan EMS Paramedic and Instructor/Coordinator licensure throughout employment.

Experience: A minimum of five years of employment in an EMS agency setting as a licensed paramedic. Experience in a medical control authority setting is preferred but not required. A minimum of three years of licensure…
