About DTMB:
The Department of Technology, Management and Budget (DTMB) supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.
About the position:This position functions as a Compliance Specialist within Center for Shared Solutions (CSS) of the Department of Technology, Management, & Budget. The role involves security compliance design, planning, implementation, and compliance audits for CSS systems. Responsibilities include adherence to, compliance with, and reporting on all Federal, State, and industry requirements.
The Compliance Specialist must be familiar with and understand compliance regulations and how they apply to the State of Michigan (SOM) environment for their supported area. Compliance standards include:
- Payment Card Industry Data Security Standard (PCI-DSS)
- Health Insurance Portability and Accountability Act (HIPAA)
- Federal Information Security Management Act (FISMA)
- Federal Risk and Authorization Management Program (FedRAMP)
- National Institute of Standards and Technology (NIST) 800-53
- Office of Auditor General (OAG) audits
- Internal Control Evaluation (ICE)
- Risk, Control Activity and Monitoring (RCAM) resolution
- Industry best practices
The position works with and coaches Compliance Analysts, Business Analysts, Database Administrators, System Architects/Solutions, and vendors to ensure IT systems are planned, designed, implemented, and comply with all required security regulations. Responsibilities include completion, review, and update of POAM in the Governance, Risk, and Compliance (GRC) tool for all systems, and managing the completion of System Security Plans (SSP) to achieve Authorization to Operate (ATO).
The role monitors systems for compliance with regulations, SOM policy, and procedures, and works closely with Michigan Cyber Security (MCS) to ensure security policies are interpreted correctly for SOM Enterprise security policies and processes development.

This position is located in Lansing, MI. Candidates should confirm work location and schedule at the time of interview.
SIGNING BONUSThis position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.

Education and ExperiencePossession of a bachelor's degree with at least 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management, or mathematics.
Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
Associate's Degree PathAssociate's degree with 16 semester (24 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, mathematics or equivalent; and at least two years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
At least an educational level typically acquired through the completion of high school and at least three years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
