We seek a construction management professional to support a federal program management in Laredo, TX. As part of a high‑performing team you will augment our vital work to provide technology solutions to protect U.S. borders and facilitate trade and travel.

This position will serve as a construction manager responsible for assisting Customs and Border Protection (CBP) in executing its infrastructure construction, maintenance, and repair program along the U.S. borders.

The construction manager will have experience in project and construction management, including planning, acquisition, execution, controlling, and closing of projects. Strong communication skills, innovative problem‑solving, and the ability to deliver creative solutions are required.

This is a full‑time, temporary position lasting 18–24 months.

Responsibilities
  • Supports the Government Contracting Officer’s Representative (COR) on the site daily.
  • Responsible for site safety, permit compliance, and coordination with adjacent projects.
  • Monitors contractor performance, scheduling, effectiveness, and quality control.
  • Manages inspection and office staff; responsible for record keeping, correspondence, compiling and delivering required reports, chairing project meetings, recording and distributing meeting minutes.
  • Reviews completed work of QA representatives/CON‑reps for technical soundness, compliance with contract terms, adherence to schedules, and safety standards.
  • Reviews and approves daily inspection reports and payment quantities in accordance with requirements.
  • Prepares Change Orders for overruns, changed conditions, and additional work for the COR as required.
  • Logs and coordinates with the designer to respond to contractor submittals, RFIs, and shop drawings.
  • Ensures all work, including design, complies with CBP Tactical Infrastructure Design Standards.
  • Responsible for successful project execution, including management of scope, schedule, budget, risk, and contractor performance.
  • Ensures timely elevation of project issues to the COR for resolution.
  • Identifies, evaluates, and mitigates risks, issues, and opportunities for construction efforts.
  • Serves as the project expert and spokesperson, presenting, explaining, and defending program management issues to CBP, DHS, and other agencies.
  • Collaborates with other CBP projects, business management, key stakeholders, and offices throughout the construction efforts.
  • Supports project‑related outreach efforts as required.
Qualifications
  • Experience in one or more of the following areas:
    • Construction management
    • Infrastructure maintenance and/or repair experience
    • Civil/site design experience
  • 10+ years of experience and a Master’s degree in architecture, engineering, business, management, or finance; or 12+ years and a Bachelor’s degree; or 15+ years in lieu of degree.
  • Project Management Professional (PMP) certification is a plus.
  • Experience managing similar construction projects in size and scope.
  • Professional Engineering (PE), Engineering Intern (EI), Engineer in Training (EIT), or registered architect (AIA) is a plus.
  • Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.
  • Strong communication skills, both oral and written.
  • Ability to effectively solve problems and collaborate as a team player.
  • Experience managing multiple projects with independent schedules and budgets.
  • Ability to travel 25% of the time.

Must pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance use, and employment verifications. Active U.S. Customs and Border Protection background investigation is preferred. Only U.S. citizens are eligible for a suitability determination.
