Job Description
Under the Direction of the Utilities Department, oversees water wastewater treatment plant operations and personnel. Ensures regulatory compliance with TCEQ, EPA, and OSHA standards. Manages long‑term infrastructure investment strategies and planning. Leads process optimization, staffing, and emergency preparedness. Collaborates with Engineering, Environmental Compliance, and Lab Divisions and supports the Director of Utilities in budgeting, reporting, and capital planning. Acts as an overall coordinator between consulting firms, utility companies, and contractors.
Manages all projects from design through construction.
- Directs and supervises daily operations of superintendents and personnel at water and wastewater treatment facilities. Analyzes performance data and monitors operational KPIs. Ensures regulatory, safety, environmental compliance through proactive supervision and decision‑making. Leads implementation of SOPs, maintenance schedules, and plant optimization strategies.
- Assists in directing and managing capital improvements for the Utilities Department, providing annual evaluation of infrastructure condition reports and new facility needs for current and projected growth demands. Develops and manages the capital improvement plan, including consulting services and staff participation in master plans.
- Manages administrative functions of the department, including development and enforcement of policies and procedures for the annual budget. Directs preparation steps for new budget, conducts expense trend analysis with Business Manager, prepares final recommended budget for Director’s review.
- Evaluates implementation of work plan, assignments, employee training, and work schedules. Conducts job performance evaluations of Operations Manager, Engineering Manager, Business Manager, and other personnel.
- Analyzes water and wastewater system status and directs implementation of strategic measures to monitor, rehabilitate, or replace aging infrastructure to minimize service interruptions and pollution.
- Assists in managing the Master Planning process, providing direction to consultants and adapting plans when growth changes occur.
- Supervises Engineering division; recommends hiring and training, evaluates performance, addresses grievances, and ensures productivity and quality standards.
- Plans and organizes improvements of water and wastewater systems, including plant expansions, improvements, modifications, booster stations, lift stations, and line extensions.
- Prepares and implements a 10‑year Capital Improvement Program.
- Co‑ordinates with Engineering staff, consulting groups, and the City to ensure long‑range demands are met and facilities meet current and future needs.
- Works with the City Engineer in planning and developing Storm Water and Drainage Master Plans on a watershed basis.
- Oversees plat approval review process, recommends revisions to City and consultants.
- Administers and monitors the annual budget for engineering and utilities operations, ensuring control procedures and cost effectiveness.
- Acts as overall coordinator between Engineering staff and City, utility companies, consulting firms, and contractors for all water and wastewater improvements.
- Prepares City Council agenda items and makes presentations. Supervises preparation of specifications, purchases new equipment, estimates project costs.
- Will be required to drive a City vehicle for City business use.
- Performs other duties as assigned.
Required
Education and Experience:
- Bachelor’s Degree from an accredited college or university in Engineering, Environmental Science, Biology, Chemistry, or related field.
- At least seven (7) years of experience in water/wastewater treatment technologies and biological/chemical processes of which at least three (3) years are in a supervisory capacity.
- Valid Texas Driver License (or obtain within six months of employment if out of state).
