Transportation Engineer III, IV, or V – Laredo District – Traffic Operations

Essential Duties – Transportation Engineer III- Evaluates and makes recommendations for developing, monitoring, and updating integrated project plans and schedules.
- Reviews and supports Standard Operating Procedures for maintaining and archiving project schedules; managing resources; managing budgets; managing project changes, and managing quality performance measurements.
- Coordinates on design schematics, assists with capacity and level of service studies and reviews in-house and consultant traffic control/traffic management/intelligent transportation systems (ITS) plans and projects.
- Coordinates traffic engineering studies and traffic counts.
- Meets with law enforcement agencies and/or city officials to discuss traffic problems and possible solutions.
- Oversees and/or monitors Community Traffic Safety Programs, activities involving preparation of the District Highway Safety Plan and/or the Traffic Safety Office.
- Oversees and/or performs traffic engineering studies to recommend solutions for high accident locations, to warrant traffic signals and speed zones and to determine capacity and channelization of the highways.
- Oversees the operations and maintenance of an ITS operations center/managed area.
- Provides technical expertise in planning, coordinating, maintaining and operating traffic management systems.
- Responsible for Traffic Engineering operations.
- Performs other job responsibilities as assigned.
- Oversees the development and support of transportation operations systems.
- Performs highly advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
- Performs highly advanced and complex planning work such as plan review, calculations and transportation planning studies.
- Performs other job responsibilities as assigned.

- Oversees and develops plans for complex project(s) related to their resource assignments, schedules, scope, communication, quality, and/or procurement, while utilizing available resources and maintaining the agency's project objectives.
- Provides technical information and guidance regarding innovative and experimental technologies to departmental personnel.
- Serves as a primary help desk resource for highly complex and advanced technical and policy issues.
- Serves as a team member responsible for overseeing all aspects of the research program in assigned technical area.
- Performs other job responsibilities as assigned.
Education:
Bachelor’s degree in engineering or related science. A graduate level education may be used to substitute for experience on a year per year basis.
- Transportation Engineer III – 6 years of engineering, transportation engineering, or related engineering experience (full time or prorated part time).
- Transportation Engineer IV – 7 years of engineering, transportation engineering, or related engineering experience.
- Transportation Engineer V – 8 years of engineering, transportation engineering, or related engineering experience.
- Valid driver’s license at the time of application. This position requires driving a state vehicle.
- Licensed Professional Engineer. Professional engineers licensed in another state must comply with Texas requirements within six months of hire and sign an agreement.
- Statistical analysis methodologies and reporting procedures.
- Transportation principles and methods for moving people or goods by multimodal (road, air, water) methods, including their relative costs, advantages and limitations.
