Job Overview

Position: HR Generalist II or III – HRD Division, Laredo, TX (Job ). TxDOT seeks an HR professional who thrives on collaboration, communication, and creating a positive workplace culture. Responsibilities

Performs highly complex HR‑related work in a district or the Human Resources Division. Responsible for one or more HR programs. Work requires reviewing, preparing, and maintaining confidential information. Contact with management, employees, retirees, health care providers, state and federal agencies. Employees at this level establish own workplan and priorities and rarely refer issues to supervisor.

HR Generalist II Responsibilities
  • Enter, maintain, and coordinate data such as applicant, salary, and benefits transactions using a Human Resources Information Management System (People Soft).
  • Participate in hiring program activities, including managing job openings, screening applications, assisting in interviewing, and facilitating the hiring process.
  • Participate in quality review activities for HR programs.
  • Interpret HR policies and procedures and pertinent state/federal rules and regulations.
  • Respond to inquiries and complaints regarding HR policies and procedures.
  • Review various legal and administrative documents.
  • Respond to and process requests and inquiries from employees for various HR activities and programs.
  • Provide guidance to management on sensitive issues such as substance abuse and employee discipline.
  • Review and manage routine and complex medical‑related employee needs, including Family Medical Leave Act (FMLA) and Americans with Disabilities Act (ADA).
  • Keep abreast of applicable rules, regulations, policies, and procedures.
HR Generalist III Responsibilities
  • All the above duties.
  • Plan and coordinate projects.
  • Coordinate hiring program activities, including monitoring and/or managing job openings, screening applications, interviewing, and facilitating the hiring process.
  • Develop and/or provide HR training.
  • Conduct quality reviews of HR programs.
  • May develop staff through mentorship and one‑on‑one coaching.
  • May serve as a lead worker and related tasks.
  • Serve as a subject matter expert to other HR professionals.
  • Provide information, answer questions, and advise employees, supervisors, managers, districts, and divisions on HR policies and procedures via computer, phone, or in person.
  • Serve as a Department primary point of contact and/or liaison for HR‐related matters.
  • Prepare, review, and monitor correspondence, reports, forms, and transactions.
  • Consult and coordinate with Department management/staff, and governmental agencies regarding interpretation of rules, regulations, and laws to ensure program compliance with state and federal laws and regulations.
  • Provide guidance to management on sensitive issues in areas such as substance abuse, employee discipline, violence prevention, and reasonable accommodations under the ADA.
  • Research, analyze, and resolve HR issues; provide solutions and/or recommendations to Department management.
