* Job Description:
** The Parks and Beaches Manager is responsible for managing the day-to-day maintenance operation of the parks by supervising activities and staff engaged in managing and maintaining parks, nature preserves, conservation areas, recreation areas, trails, facilities, beaches, athletic fields, sports courts, boat ramps, vehicles and equipment; conducting routine inspections and evaluations to ensure safety, quality, and a high standard of maintenance, while also ensuring that parks, trails, beaches and facilities are attractive and functional for our community and visitors.
The Park and Beaches Manager also oversees athletic events, rentals, special events, parking, and park security.
** ESSENTIAL JOB FUNCTIONS
*** Supervises Parks and Beaches employees across various locations in the Upper and Lower Keys.
* Plans, coordinates, schedules, and evaluates the operations and maintenance of the Parks and Beaches Department, including park and facility closures.
* Directs maintenance, renovation, and remodeling of park properties and improvements; prepares cost estimates for new construction and repairs.
* Oversees grounds maintenance tasks such as mowing, trimming, weeding, custodial services, athletic field preparation, tree care, landscaping, construction, and storm damage cleanup.
* Coordinates with Facilities Maintenance to ensure that park buildings are properly maintained.
* Serves as the department’s representative for projects managed by Project Management and Fleet Maintenance.
* Oversees waste management, recycling, and sustainable park practices.
* Coordinates and supervises athletic field use for leagues, practices, tournaments, special events, and programs by local youth, adult sports associations, and the general public.
* Assists with various recreation programs, including, but not limited to, School Break Camps, Athletic leagues, vendors, senior programs, and more.
* Ensures compliance with safety protocols, emergency procedures, and security practices, including enforcement of applicable codes and ordinances.
* Inspects parks, facilities, boat ramps, and piers for safety hazards or operational deficiencies; recommends improvements and initiates corrective actions.
* Leads monthly maintenance staff safety meetings.
* Implements landscaping, irrigation, turf management, athletic field preparation, and pest control programs to maintain safe, functional, and attractive grounds.
* Maintains accurate records of inspections, maintenance activities, incidents, and reports; prepares monthly progress updates.
* Coordinates, inspects, and approves all subcontractor work.
* Develops collaborative relationships with community agencies, athletic boards, and government officials; represents the department in meetings and public forums.
* Administers personnel procedures, including recruitment, hiring, training, performance evaluations, and disciplinary actions.
* Coordinates with customers and the Recreation Division to support special events and facility rentals; directs staff assignments and post-event inspections.
* Responds to public inquiries, concerns, and service requests.
* Prepares, monitors, and justifies budgets, including capital equipment requests; manages expenditures and vendor contracts.
* Oversees inventory management for equipment, supplies, and turf maintenance schedules.
* Leads departmental assignments during special, emergency, or disaster response operations.
* Responsible for personally knowing and following the County’s Personnel Policies and Procedures, Administrative Instructions, Department Operating Procedures, and applicable Statutes and Regulations. Responsible for ensuring others also adhere to these standards.

* In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.
