Participates in the development of the City budget, analyzes fiscal and operational performance of City departments, and coordinates the budget process and procedures.
Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services.
Work is performed in a standard office environment.
Light physical demands; mostly desk work. Frequent to constant use of a personal computer.
Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

Exempt Position.
This recruitment process will be used to fill a current vacancy in the Finance Department but may also be utilized to fill positions in other City of Las Cruces departments.
This position is graded RX17
Duties and Responsibilities- Analyzes financial data and prepares various special and recurring reports to management, including analysis of departmental monthly expenditure and revenue, quarterly financial analysis of all City funds, and analysis of other individual city programs; makes recommendations for budget adjustments; provides information regarding the financial and programmatic impacts for proposed changes; assists Budget Manager with policy development, implementation, and compliance with governing regulations.
- Coordinates budget development with Department managers to identify requirements for personnel, supplies, services, and capital expenditures; develops annual budget, plans and schedules; coordinates the preparation of preliminary and adopted budget documents; conducts budget training sessions; reviews various source documents for budgetary impact, accuracy, completeness, and compliance with Federal, state, and City policies and practices; updates and maintains the financial reporting system as needed;
reviews, investigates, and corrects errors in documents and reports; tracks expenditures and monitors compliance to budget plan. - Responds to requests for information; answers budget and financial questions; advises City management on budget issues and procedures; provides technical information to City staff as authorized; provides assistance to other government agencies and the public within scope of authority.
- Collects financial and administrative information and compiles data for reports; prepares and distributes monthly and special reports, charts and financial summaries; identifies and researches budget issues, and recommends solutions; analyzes fiscal performance, and prepares and distributes monthly budget reports; calculates short and long range revenue and expenditure forecasts, and develops forecast models.
Bachelor's Degree in Economics, Public Administration, Business Administration, Finance, Accounting, or related field PLUS three (3) years of experience performing professional-level budgeting and finance functions. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy. Previous experience in government budgeting and finance is preferred.
Knowledge, Skills, and AbilitiesConsiderable knowledge of: Government budget processes and Generally Accepted Accounting Principles (GAAP) related to Public Sector financial management; techniques of fund accounting, capital budgeting and strategic planning; grant and special fund accounting principles; public sector accounting and budgeting systems; operations research and analysis techniques; business and personal computers, and spreadsheet software applications;
