The ideal candidate will hold a four-year bachelor’s degree from an accredited institution and bring at least seven years of progressively responsible materials management and supply experience, ideally with five years in a supervisory and/or management capacity within a large, complex organization. They will possess comprehensive knowledge of procurement principles, practices, and methods, along with experience applying federal, state, and local regulations related to receiving, storing, and issuing hazardous and flammable materials.

This individual will be a forward-thinking leader with strong customer service skills and a demonstrated ability to drive innovation and operational improvements. The ideal candidate will excel in organization, time management, and budget oversight and will be adept at interpreting and analyzing complex data to develop policies, procedures, departmental goals, work plans, and KPIs. They must also demonstrate excellent oral and written communication skills and the ability to build and maintain effective working relationships with District personnel, suppliers, and key internal stakeholders.
INTRODUCTION:
Human Resources will screen applications and supplemental questionnaires. Candidates possessing the strongest skills and experience for this position will be forwarded to the hiring department for further evaluation and to determine who will be invited to the formal interview process. The candidate hired will be required to pass a drug screening, background check and may be required to pass a job-related physical evaluation.
** GENERAL PURPOSE
** Under policy direction, plans, organizes and directs the activities of the Material and Mail Services division of the Support Services Department, including staff engaged in the receipt, storage, issuance, inventory control and delivery of materials, supplies, parts and equipment in central and satellite warehouse facilities; researches and prepares a variety of studies and reports regarding the District’s short- and long-term inventory and asset management and materials handling policies, procedures, facilities and technology tools;

manages District-wide mail services and central document imaging operations; and performs related duties as assigned.
** DESIRED MINIMUM QUALIFICATIONS
**** Knowledge of:
** Theory, principles, practices, methodologies and technology solutions applicable to materials, logistics and supply chain management and implementation; applicable state and federal law and regulations governing areas of responsibility, including environmental regulations regarding the safe handling, storage and disposal of hazardous materials; methods, tools and practices in conducting sophisticated materials management trend analysis, forecasting and related analyses; principles, methods and techniques of asset management and control;

principles and practices of sound business communication;
District, SNWA and LVSP functions and associated materials management and supply issues; automated purchasing and inventory management systems and their operations applicable to areas of responsibility; principles and practices of effective management and supervision;
District personnel policies and labor contract provisions.
