The City of Lawrence is seeking an Asset Manager responsible for the operations, strategic planning and initiatives of the Asset Management workgroup within the Field Services Division of the Municipal and Operations Department (MSO). The position provides project management and coordination related to infrastructure and asset management, support of data‑driven decision‑making, data management and analytics, systems architecture and integration, as well as managing related software, hardware, and data to ensure integrated and sustainable solutions.
Responsibilities- Provides leadership, management, and strategic vision for the technology and asset management program. Manage enterprise integration planning; lifecycle project planning and management; data integrity and confidence, create, maintain, and track project plans and schedules ensuring strategic initiatives are met and aligned.
- Develops and coordinates asset management plans for infrastructure life cycles.
- Foster coordination and collaboration with stakeholders ensuring integrated and sustainable solutions, as well as project consensus both inside MSO and with the City’s Information Technology Department.
- Assist with the development, deployment, and maintenance of strategic and business plans, governance models, policies and procedures, budgeting and resource management, and operational reporting with regard to staff and projects. Maintains the highest possible data accuracy, data integrity, constancy of data between division, reliability and security throughout the MSO architecture and its integration with the City’s architecture.
- Supervises technical staff with respect to accountability of performance and behavior including approval of leave to conform with personnel needs, discipline of employees, staff development functions, completion of performance evaluations, and other personnel‑related functions. Participates in the hiring and promotional process. Assigns work, checks progress, and determines assignment deadlines.
- In relation to responsibilities and duties, maintains compliance with maintenance agreements manages contractual agreements, and executes maintenance agreements. Purchases equipment, hardware, software, office equipment, supplies, etc. Writes and/or reviews specifications and purchase requests for software or equipment to be used with or on MSO maintained systems to ensure scalability and sustainability.
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain knowledge and abilities would be:
EducationGraduation from an accredited four‑year college or university with a bachelor’s degree in business management, public administration, operations management, geospatial technologies, geography, computer science, or closely related discipline.
Related ExperienceThree (3) years of experience in relevant areas including a combination of geospatial technologies, project management, asset management, operational management or technical experience preferred. Five (5) years of lead supervisory or administrative responsibility. Project Management Professional (PMP) or other project management credentials and experience with a municipality and/or public infrastructure and services are preferred.
The successful candidate must pass a background check, city physical and drug screen.
