Budget Manager
Vinfen

Coordinates the planning, development, implementation of division-wide budget process. Coordinates the annual budget process including preparing the budgets in collaboration with field operation staff, training of operation staff and providing technical support as needed. Designs and implements the budget structure within the division, reporting, analysis and monitoring of budget information, and coordinating the budget interface with finance and accounting as necessary.

Develops the budgets for new and expanded programs. Maintains, analyzes, and summarizes all program and administrative budgets for the division.

Responsibilities
  • Works with program managers and operations in creating operating and funding source budgets.
  • Organizes and maintains all program and administrative budgets including proposals and contracts.
  • Coordinates the budget interface with the accounting system to ensure accuracy.
  • Develops budget forecast report, and works with program managers and corporate fiscal staff on appropriate corrective action.
  • Develops standard monthly reporting describing the trends in the division’s expenses, resource allocation, and revenue.
  • Develops analytical reports using financial reporting tools for the division. Coordinates the annual cycle for preparing program and administrative budgets for the division.
  • Oversees the regular processing of budget revisions among programs, operations, and collaborate with finance to implement these changes.
  • Project manages, as appropriate, as it relates to new business, re‑procurement and system improvements for the division.
  • Works collaboratively with various finance staff to identify and investigate discrepancies in divisional financial reports.
  • Acts as liaison to Departments at the Central Administration Office to assist field operation staff within the Division.
  • Performs other related duties, as required.
Knowledge and Skills
  • Knowledge of budget development/management procedures and practices
  • Knowledge of financial management practices in human service organizations
  • Knowledge of operations in human service organizations
  • Knowledge of personal computer applications and equipment
  • Strong proficiency in the use of Microsoft Word Suite applications, especially Microsoft Excel
  • Organizational, analytical and communication skills
  • Ability to work in a professional and confidential capacity
  • Attention to detail and accuracy
  • Sensitivity to cultural, religious, racial, disability, and gender issues

Qualifications
  • Five years’ experience in financial or program experience required. Health care or human service experience preferred.
  • Preferred /Required

    Education:

    Bachelor’s degree in finance or related field required;
    Master’s degree in Business Administration or related field preferred. In some cases, experience may be substituted for academic training.
Experience Preferred

Experience in health care or human service sectors may be preferred.

Driving Requirements

Driving is not required.

Physical Effort

Ability to lift at least 25 pounds using proper lifting techniques. Ability to operate a computer and other office equipment such as a calculator, copier, and printer. Ability to remain in a stationary position 50% of the time as needed. Ability to bend, reach, file, sit, stand and move around the facility. Ability to speak, hear and communicate with clients, staff and external representatives.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
