Primary Role
Coordinates, inspects, and assists with the construction of new water treatment plants, distribution systems, wastewater treatment plants, and sewer collection system components in accordance with approved construction and engineering specifications, policies, and practices of the Company. Acts as the primary field contact between the Construction Manager and General Contractors for water and wastewater utilities, utilizing expertise in construction field management, quality assurance, quality control, and report documentation.
Accountabilities
- Performs field inspections of the construction and maintenance of water distribution system and sewer collection facilities, inspecting and approving construction and installation of earthwork, concrete, piping, painting, mechanical and electrical facilities, and instrumentation.
- Utilizes testing procedures, inspection protocols, construction inspection techniques and performs QA/QC functions, identifying conflicts with other underground facilities and utilities.
- Works with contractors to schedule utility outages in accordance with AW contract terms and customer requirements, coordinating and approving contractor activities.
- Participates in construction meetings, providing information on schedule compliance, change orders, and coordination to maintain standards among the Construction Manager, engineering personnel, and outside contractors.
- Reviews contractor’s safety program, enforces compliance with safety regulations, and follows Company Environmental, Health, and Safety Policies, wearing proper personal protective equipment.
- Compiles information and prepares construction reports, reviews as-built drawings, and assists in obtaining, preparing, and maintaining reports, permits, maps, charts or records related to the construction.
- Performs other related functions as assigned or as they become apparent.
- Experience with construction inspections of water and wastewater facilities or large infrastructure projects.
- Ability to solve practical problems and interpret varied instructions in written, oral, diagrammatic, or schedule form.
- Skill in reading and interpreting construction drawings, plans, specifications, and contract documents; applying material testing procedures.
- Ability to prepare, organize, and maintain inspection field and office data, reports, and systems.
- Strong mathematical skills: addition, subtraction, multiplication, division, ratios, percentages, geometry, and algebra.
- Effective communication of complex technical information orally and in writing to contractors, employees, consultants, and governmental representatives.
- Some knowledge of civil engineering principles, practices, and methods applicable to water and wastewater facilities.
- Working knowledge of applicable laws, standards, and regulations relating to construction, inspection, and safety.
- Broad knowledge of water distribution and wastewater collection systems and their construction, maintenance, testing, and disinfection.
- Working knowledge of engineering drawings, cut sheets, and stakeouts.
- Required:
High School Diploma, or GED with five (5) years’ experience in water/wastewater distribution and construction of water distribution systems. - Inspection experience in water and wastewater industry: minimum five (5) years required.

- Preferred:
Industry‑related certifications, training, technical associate’s degree, or bachelor’s degree in civil engineering or related field. - Valid motor vehicle operator’s license with acceptable driving record.
- 20% office; 80% field work.
- Regularly works in outdoor weather conditions, near moving mechanical parts, and in extreme heat and/or cold. May work at heights or in wet/humid conditions, fumes, or airborne particles. Noise levels are usually loud.
- Position requires the ability to pass a Department of Defense background check for access to military installations.
