Regional Trade Controls Lead

Overview

The UK Regional Trade Controls Lead is responsible for leading the UK Trade & Export Controls function across Frazer-Nash / K , ensuring the effective implementation of the UK trade compliance programme and the integration of policies and procedures into business operations in line with company strategy and growth plans. The role reports functionally to the Director of Trade Compliance and works with the International Trade Controls Office to ensure compliance with sanctions, due-diligence screening and export authorisations.

The position reviews proposed projects to identify export control obligations and authorises progression subject to formal written clearance, while overseeing technology transfers, record-keeping, internal audits and compliance assurance. The role engages senior leadership and external stakeholders, delivers expert guidance and training, and keeps the business informed of regulatory developments and compliance best practice.

• Export licensing, authorisations and regulatory compliance: ensure controlled technology, software and products are exported in full compliance with export control laws, supported by the correct licences and government authorisations.
• Maintain oversight of export control regulations across UK, US, EU and Australia, and proactively communicate regulatory changes to relevant stakeholders.
• Manage and oversee submission of export licence applications, classification requests, advisory opinions and related activities; liaise with government authorities to clarify requirements and expedite licences where required.
• Oversee classification of items, data and services; determine whether transactions are prohibited or require licences or other authorisations.
• Manage export requirements for business travellers and controlled transfer of technology and data.
• Ensure compliance with export authorisations for UK programmes including ITAR, EAR, and the Australian regulatory framework; monitor use of licence exceptions and exemptions with documented justification.
• Communicate and enforce the company’s export compliance record-retention policy; apply knowledge of Australian export compliance regulations (desirable).
• Business processes, governance and procedures: capture and update trade and export control requirements; maintain the Export Compliance Manual.
• Project approvals, reviews and clearances: review projects, master agreements and joint ventures to identify export control considerations and authorise progression with formal conditions; support review and negotiation of export compliance clauses in contracts.
• Oversee denied-party screening and due-diligence processes for programmes and partners.
• Training and awareness: develop and deliver training materials, inductions and sector-specific briefings; promote a strong export compliance culture.
• Audits and assurance: support UK government audits and the regional export compliance audit programme, including verification of record-keeping and adherence to procedures.
• Stakeholder engagement: provide high-level export control guidance to customers and subcontractors and maintain relationships with internal and external stakeholders including government bodies.

• Extensive knowledge of international trade and export control regulations and sanctions, including experience in defence, nuclear or other dual-use sectors.
• Comprehensive knowledge of UK, Australian and US export laws and regulations (examples include ITAR and EAR, US Department of Energy and US Nuclear Regulatory Commission, Australian Export Control Act).
• Experience implementing and managing trade compliance programmes.
• Experience with MoD processes (for example F680, F1686, PV Grading).
• Strong understanding of business processes, continuous improvement and their interaction with trade control requirements.
• Excellent relationships with relevant government departments and trade bodies.
• Proficient people management and strong interpersonal and communication skills; able to interact at all levels.
