Bid Manager - Local Authorities + Housing Associations

Overview
The Bid Manager leads the end-to-end bid process to secure Local Authority contracts for Warmer Homes and retrofit initiatives. They coordinate internal teams, manage timelines, ensure compliance, and shape competitive strategies.
The Role
* Manage the entire bid lifecycle: opportunity identification → qualification → strategy → submission.
* Lead kick-off meetings and develop bid plans, responsibilities and timelines.
* Work with operations, delivery partners, finance and technical teams to shape solutions.
* Oversee bid writing, reviews, risk assessments, and approval processes.
* Ensure all bids are compliant, costed accurately, and aligned with programme requirements.
* Monitor government funding updates and procurement cycles.
* Manage relationships with Local Authorities during clarification stages.
* Facilitate lessons learned sessions and improve bid processes.
About You
* Proven experience managing bids in public-sector environments.
* Strong understanding of retrofit, energy efficiency, or home-upgrade programmes.
* Excellent project management and stakeholder-coordination skills.
* Ability to develop commercial strategies and shape win themes.
* Comfortable interpreting technical, financial and contractual information.
* Excellent communication and leadership skills.
Desirable
- APMP Foundation or Practitioner qualification.
- Experience managing consortium or partner-led bids.
